Hazards Waste Transportation and Management Services

The Deschutes County Department of Solid Waste is soliciting proposals from experienced and qualified firms for providing transportation and waste management services for Deschutes County’s hazardous waste collection program. In general, the services to be provided include:

• Providing all staff, labor, materials, tools and equipment necessary for the transportation of household hazardous waste (HHW) and Very Small Quantity Generator (VSQG) materials from Deschutes County designated sites to appropriate hazardous waste management facilities.
• Providing and arranging for the appropriate management of all HHW and VSQG accepted from Deschutes County.
• Providing on an as-needed basis, personnel to assist in the operation of Deschutes County’s HHW and VSQG collection programs.
• Providing packaging supplies to the County such as shipping containers (pails, drums, cubicyard/meter boxes, IBC tanks, etc.), absorbents and other equipment and materials for the County’s hazardous waste collection program as needed.

The Request for Proposal may be obtained or examined at the Deschutes County Department of Solid Waste offices at the address listed below or viewed at https://www.deschutes.org/rfps .

Proposals must be received by 4 pm PST on June 18, 2025 and are to be submitted using one of the following formats:

Format 1: Direct submittal of one printed copy and one digital .pdf copy addressed to:

Proposals submitted directly shall be in a sealed envelope or box and labelled with the project name (“Hazardous Waste Transportation and Management Services”) and the Proposer’s name.

Format 2: Email submittal of a digital .pdf copy addressed to jeff.merwin@deschutes.org . Email should include the project name (“Hazardous Waste Transportation and Management Services”) in the subject line.

NOTE: Deschutes County assumes no responsibility for email submittals that are late due to
internet outages or other technology problems.
