The purpose of this update is to announce the following:
On 23 October 2024, a virtual ENTERPRISE LEVEL LOGISTICS AND ENGINEERING TECHNICAL SUPPORT SERVICES (LOGEN 2) Industry Day Brief was presented by COMFRC. The following documents are uploaded:
1) Attachment 3-LOGEN 2 ID Brief
2) Attachment 4-10.23.24 Industry Day Attendees. It is anticipated that the Questions and Answers generated from the LOGEN 2 ID will be posted in an attachment to SAM.Gov by 11/8/24.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. ALL LARGE AND SMALL BUSINESSES THAT ARE INTERESTED IN PROPOSING AS A PRIME CONTRACTOR ARE ENCOURAGED TO SEND IN A CAPABILITY PACKAGE. The deadline for responses shall be received by 1600 EST on 06 Nov 2024. This will best help the Government ensure the pending solicitation enhances competition.
This Sources Sought RFI is hereby synopsized pursuant to FAR Subpart 5.2 and FAR Part 10. Responses will be utilized to determine if any competitive Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. Otherwise, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the competitive method of acquisition and issuance of a solicitation.
Solicitation release is anticipated during the 3rd quarter of FY 2025. It is the responsibility of potential offerors to monitor SAM.gov for additional information as the direct method of communication from the Government. A pre-solicitation notice will be issued pursuant to FAR Subpart 5.204, and the Government intends to host an industry day and issue a draft solicitation if time allows.
Eligibility and Size Standards:
The applicable NAICS code is 541330, Engineering Services; Military and Aerospace Equipment and Military Weapons with a size standard of $47.0M. The predominant Product Service Code (PSC) is R425 Professional: Engineering/Technical (non-IT). The secondary PSC is R706 Management: Logistics Support.
Requirement:
The Commander, Fleet Readiness Center (COMFRC) hereby announces its intention to further consolidate and procure, on a competitive basis, follow-on support services for logistics and engineering.
The intended consolidated requirement (as defined by FAR 2.101) is anticipated to be solicited and awarded as a single source indefinite delivery, indefinite quantity (IDIQ) contract. Program or Platform level Task Orders (TOs) will be issued as Term type Cost Plus Fixed Fee (CPFF) for nonperformance-based services. The estimated Level of Effort is approximately 5,139,435 man-hours associated with about twenty-six labor categories over an ordering period of five years. The Government requires an award on or before the onset of January 2026 to ensure ordering coverage is not gapped from incumbent contracts. The successful offeror will be required to have a government approved accounting system and approved Property system.
A full-spectrum of engineering and logistics support services are anticipated to be procured to support numerous Type Model Series (T/M/S) aircraft Fleet Support Teams (FST), and aircraft Maintenance, Repair, and Overhaul (MRO) and Industrial operations. The resulting contract will also have scope to support new weapon systems, system modifications, Foreign Military Sales (FMS), and support systems, including related equipment.
Functional support areas outlined in the attached DRAFT Statement of Work (SOW) include the following life cycle engineering, logistics, technical and production services for various TMS aircraft:
Engineering support - technical assistance for existing aircraft, aircraft components, aircraft structures, engines and support systems; analyze, fabricate, integrate, deliver, and verify new systems; modifications to existing systems; new systems research and development; Production Support engineering services.
Logistics and Technical support – level of repair analysis (LORA); design interface (DI); maintenance planning (MP); logistics support analysis (LSA); environmental logistics, integration, supply and facilities; supportability test and evaluation (ST&E); training support and support equipment; metrology and calibration; Industrial Ops, Diminishing Manufacturing Sources and Material Shortages (DMSMS).

Interested offerors may also provide an introductory statement in either Microsoft Word or Portable Document Format (PDF). The introductory statement shall be no more than three pages to introduce your company’s historical experience, intent to compete as a prime contractor for the pending requirement and any teaming arrangement that is being considered to meet the requirement. Again, the deadline for responses shall be received by 1600 EST on 06 Nov 2024.
