Strategic Systems Programs (SSP) intends to issue a Request for Proposal and negotiate a contract on a sole-source basis with Trident Research, of Austin, Texas to provide services support for U.S. Navy SSP-owned Portable Impact Location System (PILS) operated in support of SSP Trident II flight tests and U.S. Air Force Sentinel flight tests. SSP requires maintenance, operation, sustainment, logistics support, and life cycle management for PILS to ensure the highest availability and maximum data collected during flight tests.
Additional requirements include program management, engineering, and operational support for services relating to design and development efforts, documentation, logistics, engineering, field engineering, hardware, and software deliveries.
Specific requirements to execute this contract include, but are not limited to, the following:
Detailed knowledge of the engineering principles of PILS and acoustic scoring of Flight Ballistic Missile (FBM) and US Air Force (USAF) Sentinel flight tests. In depth knowledge and experience in development, production, testing, and deployment of PILS in Broad Ocean Areas. Detailed knowledge and experience with post-test processing of GPS and acoustic data into an FBM re-entry body score. Thorough understanding of and experience working with the instrumentation support platform, Navy Mobile Instrumentation System (NMIS), used in conjunction with PILS during FBM flight test operations. Expertise in the field of acoustic scoring and alternative unmanned surface vehicles (USVs) that could be leveraged to meet FBM requirements for the flight test program. In depth knowledge and experience working with the Strategic Systems Programs Operational Directives (ODs), SSP Instructions (SSPINST), and the SSP Technical Program management processes as outlined in the T9001-C CH1.
Consequently, SSP intends to solicit and negotiate per the authority of 10 U.S.C. 3204(a)(1) (FAR Subsection 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements).
SSP anticipates that the contract type will include Cost Plus Fixed Fee Contract Line Item Numbers. The final delivery will occur 54 months after contract award. Security Clearance Required. Trident Research is the only known source with the direct critical experience, expertise, personnel, and in-depth knowledge of the FBM and USAF Sentinel program required to perform the subject effort.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
