RETAINING WALL RECONSTRUCTION

Introduction
The City of Bisbee invites sealed bids from qualified contractors for the construction of a
reinforced concrete retaining wall at 61 Brewery Avenue, Bisbee, AZ, in accordance with
the specifications and requirements provided herein. This IFB incorporates all technical,
safety, and compliance requirements from the Brewery Avenue Scope of Work.

Scope of Work
The work includes but is not limited to: excavation and removal of failed retaining wall
debris; construction of new footing and reinforced concrete retaining wall; installation of
slotted drainpipe with filter sock; fence installation, drainage improvements, and
restoration of disturbed areas. All work shall comply with MAG Standard Specifications and
ADOT Standard Specifications, as applicable.
Additional Requirements:
• Utility Coordination: Contractor must notify Arizona 811 at least five (5) working days prior
to excavation and protect all utilities.
• Permits: Obtain City right-of-way permits and comply with ADOT traffic control
requirements.
• Traffic Control: Provide and maintain traffic control per MUTCD and ADOT standards,
including approved traffic control plans.
• Environmental Compliance: Legally dispose of all debris and unsuitable material offsite
per federal, state, and local regulations.
• Site Constraints: Maintain safe access for residents, businesses, and emergency vehicles
at all times.
• Dust and Noise Control: Implement measures to minimize dust and noise; daily cleanup
required.
• Working Hours: Normal hours are 6:00 AM to 6:00 PM, Monday through Friday. Submit
proposed work schedule for approval.
• Safety: Comply with OSHA trenching and excavation standards; designate a competent
person for trench inspections.
• Sanitation: Provide suitable sanitation facilities for workers.
• Restoration: Restore all disturbed areas, fences, and features to original condition.
• Warranty: Guarantee all work against defects for one year from substantial completion.
Bid Requirements
• Submit sealed bids clearly marked with project name and contractor details.
• Provide three copies of the bid by the deadline.
• A proposal shall be submitted in writing, by a paper document that is printed, typed or in
ink. Proposals submitted directly to the City by electronic means, by facsimile, electronic
mail, or otherwise, shall not be accepted. Any substitute for any document forms provided
with this Notice must be legible and must contain the same information requested by any
such form.
• Include completed bid form, lump sum price, proposed work schedule, and certification
of compliance with specifications.
• Prices shall include all labor, materials, permits, traffic control, dust control, cleanup,
restoration, and incidental work.
Award
The contract will be awarded to the lowest responsive and responsible bidder who meets
all requirements and demonstrates the ability to perform the work. The City reserves the
right to reject any or all bids, waive informalities, and accept the bid deemed in the best
interest of the City.
Additional Information
Contractors must comply with all OSHA regulations and City requirements. Insurance
certification meeting City minimum requirements is mandatory. All inquiries should be

Notice of Award
The Bid is hereby accepted by the City of Bisbee. This document shall also constitute
notice of award of the Contract to the Vendor. The Vendor is bound to provide the materials
and/or services identified in the Bid, subject to all terms, conditions, specifications,
amendments, and other requirements set forth in this Invitation for Bid and the Contract.
The Vendor shall not commence any billable work or provide any materials or services
under this document until the Vendor and the City execute the Contract, and the Vendor
receives a formal notice to proceed from the City of Bisbee.
