Scope of Services
This Request for Qualifications (RFQ) outlines the requirements of the Franklin County School District (FCSD) to contract with Construction Management Firms, where the basis of payment is the Cost of Work plus a Fee with a Guaranteed Maximum Price, pursuant to Chapter 1013, Florida Statutes, the Florida Consultant’s Competitive Negotiation Act, Section 287.055 Florida Statutes, and Rule 6A-2.0010 Florida Administrative Code. The FCSD may consider contracting with multiple Firms to provide continuing construction management services.
Selected Firms shall provide Construction Management Services for the FCSD on an as-needed basis for various construction projects throughout Franklin County, Florida. Individual projects contracted under the Agreement will be limited to those with a total construction cost of each individual project not to exceed the amount as defined in Section 287.055(2)(g), Florida Statutes.
Firms shall submit a completed Contractor Prequalification Application (Section II) along with all required supporting documentation (including financial statements, bonding capacity, licensing, insurance, and experience), as part of their RFQ response. The FCSD reserves the right to verify all submitted information and to approve or reject any prequalification application based on the criteria established by statute, rule, and District policy.
Firms submitting qualifications must be licensed and insured to do business in the State of Florida as a Certified General Contractor (CGC) in compliance with Florida Statutes. Corporations must be registered in the State of Florida by the Department of State, Division of Corporations, at the time of submittal.
A. The FCSD seeks CONSULTANT(S) (as defined herein) that have exceptional experience providing the same or similar services to school districts, municipalities, and governmental entities and desires to enter into a multi-year contract with the FCSD for services as described below.
DESCRIPTION OF SERVICES
The Construction Management Firm shall provide the FCSD with continuing services per Chapter 481, Florida Statutes, and State Requirements for Educational Facilities (SREF), Section 4.1.
The Construction Management Firm shall be responsible for obtaining and providing properly licensed copies of any proprietary contract documents proposed for use on this project, including but not limited to those published by the American Institute of Architects (AIA), prior to incorporation into the final agreement. All such documents shall be executed in compliance with applicable copyright laws.
The scope of work will vary depending on the FCSD`s needs. The work may include, but not be limited to, renovations, additions, new construction, and maintenance projects within a total construction cost of each individual project not to exceed the amount as defined in Section 287.055(2)(g), Florida Statutes.
The size, scope, and complexity of each individual project shall be determined based on the specific requirements of the Project, as determined by District representatives and/or designated architects, engineers, or consultants involved with the project(s).
The construction management services shall include, but are not limited to, preconstruction services such as value engineering, cost analysis, scheduling, and evaluations; bidding and contracting with all subcontractors; coordinating and supervising the work; and collaborating with the FCSD Architect of Record. If and when a Project is offered to and accepted by the Construction Management Firm, services shall be provided in two phases. The first phase consists of preconstruction services, for which the Firm shall be paid a fixed fee and which may include value engineering, cost analysis, scheduling, evaluations, and shall include the development of the Guaranteed Maximum Price (GMP). Upon acceptance of the GMP by both parties and execution of a GMP Amendment, the construction phase shall proceed, during which the Construction Management Firm shall provide all necessary labor, whether through its own employees or contracted sources, and materials for the Project.
FCSD will be responsible for the cost of, but the construction management services shall include securing all licenses, permits, and any tests required to obtain certification of occupancy or to construct the project(s).
FCSD anticipates new construction projects, which may include, but are not limited to:
o Administrative Office Building (including School Board meeting space and Adult Education classroom)
o Transportation and Maintenance Facility
o Alternative School Classrooms (two or more classrooms with Teacher office space and restrooms)
