Separate sealed bids for City of Decatur bid No.26-025, mass excavation and demolition plans for Decatur youth services, City of Decatur, Alabama, consisting of installation of erosion and sediment control measures, clearing and grubbing of the existing site, demolition of concrete pad and miscellaneous concrete structures, stripping and stockpiling of topsoil for later use, mass grading and earthwork to proposed contours, undercutting and off-site disposal of unsuitable soils, and importing and placing suitable material as engineered structural fill in accordance with the project geotechnical report. The contractor will be responsible for establishing finished subgrade elevations, achieving specified compaction requirements, and delivering a stabilized, pad-ready and site-ready parcel for vertical construction by others. Duration of contract time is anticipated to be 60 calendar days.

Bids will be received by the Office of the Purchasing Department, 701 Railroad Street NE, Suite B, Decatur, Alabama 35601 (P.O. Box 488, Decatur, Alabama 35602), until 2:00 P.M., Central Time, on Thursday, July 30, 2026, and then publicly opened and read aloud.

NE, Decatur, AL, 35601.
A Mandatory Pre-Bid Meeting will be held at the project site, 2 Moulton Street NW,
Decatur, Alabama 35601 at 10:00 A.M., Central Time, on Tuesday, July 21, 2026.
Digital copies of the PLANS and CONTRACT DOCUMENTS in PDF format will be
available via email upon request at no cost. Please send request to
kimf@pughwrightmcanally.com. Hard copies may be obtained at the office of Pugh Wright
McAnally, Inc., 310 8th Avenue, NE Decatur, Alabama, 35601, for a non-refundable fee.
BID Bond or a certified check in the amount of five percent (5%) of the price bid, or
$10,000, whichever is least, payable to the OWNER, must accompany each bid. Performance
Bond and Payment Bond, each in the amount of one hundred percent (100%) of the bid amount,
will be required of the successful Bidder. No bidder may withdraw his bid within 60 days after
the actual date of the opening thereof.
Notice of Sales & Use Tax Exemption: Materials incorporated into the Work are exempt
from sales and use tax pursuant to Alabama Act No. 2013-205 (effective January 1, 2014). General
Contractors and subcontractors interested in bidding are advised to contact the Sales, Use, &
Business Tax Division of the Alabama Department of Revenue for information regarding required
qualifications for exemption.
The project will be tax exempt.
The CITY OF DECATUR, ALABAMA reserves the right to reject any or all bids or to
waive any informality in bidding.
Attention is called to the CONTRACTOR’S ALABAMA LICENSE LAW, Chapter 8 of
Title 34 of the Code of Alabama (1975) as amended. CONTRACTOR must be licensed under
specialty classification Municipal and Utility.
