Sealed bids will be received at the office of the Westmoreland County Controller, 2 North Main Street, Suite111 Courthouse Square, Greensburg, Pennsylvania until 2:00 P.M., prevailing time, June 10, 2025, and will be opened, checked, and read aloud approximately one-fourth hour later in the Commissioner’s Conference Room # 101, for construction of the FIVE STAR TRAIL RELOCATION – Phase 1 in Hempfield Township and South Greensburg Borough, for the Regional Trail Corporation and the Westmoreland County Bureau of Parks and Recreation.
The project is located within a rail-with-trail corridor owned by the Southwest Pennsylvania Railroad Company and crossing Shady Lane in Hempfield Twp. and crossing Fairview Ave. in South Greensburg. The Five Star Trail is a chapter of the Regional Trail Corporation, which holds a lease for the operation of the Five Star Trail. The Trail runs along the southern side of an active railroad line operated by Carload Express, Inc. which has an office at Bldg.1, Suite 100, 519 Cedar Way Oakmont, PA 15139. The purpose of this project is to relocate approximately 1.0-mile length of Five Star Trail so that it will have a greater horizontal separation distance between the active Railroad line and the edge of the relocated Trail and trail facilities.
The scope of work includes, but is not limited to: survey to mark limits of disturbance and layout for project; installation and removal of erosion and sedimentation controls; selective demolition, relocation/removal of existing signs, bollards, and fencing; Removing one Trail Bridge, salvaging the steel bridge structure for reuse, modifying concrete abutments, reinstalling the bridge structure and installation of new wooden bridge deck and railings; trail clearing & grubbing; earthwork; installation of drainage and grading for positive drainage, adjustment at existing sewer manholes, and associated E&S controls; construction of multi-use rail-trail base and limestone dust paving and trail shoulders; construction of cement concrete sidewalk, curbing; placement of gravel and paving and pavement markings and signage for ADA-compliant parking, installation of new fencing, post-mounted signs and trail delineators; placement of topsoil, and seeding all disturbed earth surfaces; removal and/or installation of pavement markings; and other items as defined in the contract documents and as shown on the contract drawings.
Bid Documents including specifications, will be on Westmoreland County's website westmorelandcountypa.gov/bids on or before Wednesday May 21, 2025, preparatory to and during bidding.
All bids must be properly signed and submitted, in duplicate. in a sealed opaque envelope plainly
marked on the outside with the bidder’s name and address and the designation:
