This is a Pre-Solicitation Notice for Multi-Media Environmental Compliance Services, with an Emphasis on Stormwater, Wastewater, and Drinking Water for the Naval Facilities Engineering Command (NAVFAC) Washington, DC Area of Responsibility (AOR) and US Territories.
A sources sought notice (N40080-25-WATER) for this procurement was posted on 18 December 2024 on SAM, and a market survey was conducted that included an assessment of relevant qualifications and capabilities of potentially qualified firms; Small Businesses, local U.S. Small Business Administration (SBA) certified service-disabled veteran-owned small businesses (SDVOSB), certified HUB-Zone, certified 8(a), women-owned small businesses (WOSB), and economically disadvantaged women-owned small businesses (EDWOSB).
As a result of the market research analysis, a determination was made to procure this as a Total Small Business Set-Aside pursuant to FAR 6.203 and FAR 19.502-2. The NAVFAC Washington small business office concurs with this decision. The proposed contract type is an Indefinite-Delivery/lndefinite Quantity (IDIQ) contract for environmental compliance services, executed through issuance of firm-fixed price task orders. It will be competitively procured using the policies and procedures of FAR Part 15, Contracting by Negotiation.
The primary North American Industrial Classification System (NAICS) Code for this procurement is 541330 - Engineering Services. The Small Business Size Standard for this NAICS Code is $25.5 Million.
Offerors will be required to provide a full range of multi-media environmental compliance services with an emphasis on: Stormwater, Wastewater, and Drinking Water; and additionally, Air Quality and Clean Air Act Compliance, Waste and Materials Compliance, Storage Tank and Spill Compliance, Environmental Management System (EMS), Other Environmental
Liabilities (OEL), Environmental Planning, Natural/Biological Resources, Cultural
Resources, and Installation Restoration, in compliance with applicable Department of Defense (DOD); Department of Navy (DON); Federal, State and local statutes and regulations; and with DOD and DON policies, instructions and guidance.
This is a negotiated procurement utilizing the lowest price technically acceptable source selection process that consists of the submission of technical and price proposals. Award will be made to the offeror whose total price and technical proposal offers the best value to the Government. The Government's intent is to issue a single Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract for a five-year ordering period and the Federal Acquisition Regulation (FAR) 52.217-8 Option Period, for up to six months, if necessary.
The minimum guarantee is established at $50,000. The minimum guarantee of $50,000 will be fulfilled by the issuance of the first Task Order. The maximum fee will not exceed $45,000,000 for the life of the contract. Task orders will be firm-fixed-priced, normally in the range of $50,000 to $500,000 per order. However, task orders under or over these amounts may be considered if deemed to be in the Government's best interest and approved by the NAVFAC Washington Chief of the Contracting Office.
The anticipated requirement will be issued under RFP Number N4008025R1006. The RFP is expected to be posted to the PIEE (Procurement Integrated Enterprise Environment) website at https://cac.piee.eb.mil/ on/after 14 August 2025.
The Government intends to post all notices/amendments related to this solicitation on PIEE website at https://cac.piee.eb.mil/. All interested firms must be registered on PIEE website in order to obtain the solicitation documents and all information regarding the solicitation. Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments. Offerors are encouraged to check PIEE website frequently in order to be notified of any changes to this solicitation.
IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on Department of Defense solicitations must be registered in the System for Award Management (SAM) database. Failure to register in the SAM database will make an Offeror ineligible for award. The SAM website can be accessed at https://sam.gov/.
