Description

The Judicial Council of California seeks bids from general contractors qualified to provide services for the construction of the Supreme Court and First District Court of Appeal Tenant Improvements Project located at the Earl Warren Building at the Ronald M. George State Office Complex for the Supreme Court and the California Court of Appeal, First Appellate District. Please review the Notice to Bidders / Invitation for Bid included in the Project Manual.

The Judicial Council anticipates two (2) Agreements will be issued to a single General Contractor under this IFB for two (2) tenant improvement scopes of work in the Earl Warren Building at the Ronald M. George State Office Complex. One (1) Agreement will be for a tenant improvement project at the public service counter and

staff entry of the First District Court of Appeal office within the building, and one (1) separate Agreement will be for a tenant improvement project for the Supreme Court California Highway Patrol office within the building.

A MANDATORY Pre-Bid Conference will be held via video webinar using Microsoft Teams on Tuesday, November 18, 2025, at 10:00 AM, Pacific Time.

A MANDATORY Job Walk will be held at the job site on Wednesday, November 19, 2025, at 10:00 AM, Pacific Time.

To submit a Bid for this Project, Bidders must prequalify by submitting the Prequalification Questionnaire (Document 00 32 00) to the Judicial Council no later than 2:00 PM, Pacific Time on Friday, November 21, 2025.  The required Bid Form for this Project is not attached to this IFB and will be issued only to those Bidders who prequalify.

Questions regarding the IFB should be submitted in writing to the Judicial Council via Solicitations@jud.ca.gov(link sends email) no later than 2:00 PM, Pacific Time on Friday, December 5, 2025.

Bid submittals must be received no later than 2:00 PM, Pacific Time on Monday, December 29, 2025.

Only electronic submittals will be accepted.  Firms must email their Bid submittal no more than three (3) days in advance of the submittal due date to the following email address: fs202503xc.soq@jud.ca.gov(link sends email)

A public Bid Opening will be held virtually via Microsoft Teams at 2:00 PM, Pacific Time, on Tuesday, December 30, 2025. Judicial Council access to Bids is only available on the day and time of the public Bid Opening. The Judicial Council will NOT be able to confirm email receipt of Bids until the public Bid Opening. It is the Bidder's responsibility to verify submission.
