Summary

The County of Sacramento seeks a qualified consultant to implement specific deliverables and provide recommendations aimed at enhancing collaboration and effectiveness of the Sacramento Housing and Redevelopment Agency (SHRA) in alignment with County priorities. The project includes, but is not limited to:

  • Reviewing roles and responsibilities of SHRA’s governing bodies;
  • Assessing SHRA’s housing finance lending processes and policies;
  • Assessing SHRA’s public housing and housing choice voucher functions; and
  • Creating actionable recommendations based on findings.
Background

SHRA is a joint powers authority of the City of Sacramento, County of Sacramento, the Housing Authority of the City of Sacramento, and the Housing Authority of the County of Sacramento serving as the staffing entity for both City and County housing authorities and providing affordable housing finance and development services for the City and unincorporated portions of the County of Sacramento.

Previously, SHRA provided staffing for two additional constituent agencies; the Redevelopment Agency for both the City of Sacramento and unincorporated County, until the dissolution of redevelopment by the State in 2012. The Housing Authority/SHRA focuses its efforts on five main areas to achieve its mission:

    1. Affordable Housing – Manages local and federal housing subsidy funding for the City and County, working with a variety of financing tools to continuously expand housing opportunities.
    2. Housing Authority – Staffs the housing authorities for both the City and County administering the public housing and HCV programs.
    3. Community Revitalization – Manages federal entitlement funding on behalf of the City and County used to reverse the impact of blighted areas and create safer places to live and work.
    4. Homeless Solutions – Works with public and nonprofit partners to develop permanent housing for people experiencing homelessness.
    5. Neighborhood Investment – Administers federal programs that transform low-income housing and surrounding communities that improve outcomes for families.

Under the Joint Powers Authority (JPA), the SHRA Executive Director reports directly to the Sacramento City Council, Sacramento County Board of Supervisors, the Board of the Housing Authority of the City of Sacramento, and the Board of the Housing Authority of the County of Sacramento. SHRA staff regularly works with City and County leadership on critical issues. In addition to direction from the City Council and Board of Supervisors, SHRA also receives direction from both housing authority Boards. The Sacramento Housing and Redevelopment Commission (SHRC) has commissioners appointed by the City Council and Board of Supervisors with each appointing one current public housing residents which allows SHRC to meet the commission requirements from the US Department of Housing and Urban Development (HUD) for some Housing Authority activities. The governing boards of both the Housing Authority of the City of Sacramento and the Housing Authority of the County of Sacramento have delegated some actions, mostly those related to administrative functions of the Housing Authority, to the SHRC. On other items, especially those related to the housing authority budget and real estate actions, the SHRC is advisory-only to the governing boards of the Housing Authority of the City of Sacramento, and the Housing Authority of the County of Sacramento.
