Summary

The City of Benicia Community Development Department seeks professional proposals to provide detailed and thorough development engineering reviews for private development projects consisting of grading and erosion control plans, storm drainage, and sewer. Typical plans include single-family home construction, subdivision construction, grading and earth-disturbing activities, and commercial/industrial construction. The goal is to minimize response time and improve customer service by supplementing in-house staff with consulting services.

The scope of services includes, but is not limited to, the following areas:

On-Call Development Engineering Professional Review Services (Private Development):

  • Grading and Drainage Plans
  • Subdivision and Site Improvement Plans
  • Erosion Control Plans
  • Traffic Analysis
  • Feasibility Studies for Water, Sewer, and Drainage
  • Hydrology and Hydraulic reports
  • Soils and Geological Reports
  • Storm Water Control Plans
  • Storm Drainage
  • Tentative and Final Subdivision or Parcel Map
  • Lot Line Adjustments
  • Easement and Right of Way Documents
  • Construction Cost Estimates
  • Shoreline Development Review
Background

The City of Benicia’s Community Development Department has utilized consulting services to perform plan reviews. Consultants also provide on-call coverage when staff is out of the office, or when there are vacancies. They can also be used to cover specialty assignments for certain technical projects. Consultants are used on an as-needed basis to cover fluctuations in workload that do not consistently amount to a permanent full-time position. Consultants are needed to maintain our current customer service levels and address Council economic development goals, including meeting plan review turnaround times and to provide staffing flexibility. Without consultants, plan check review times would be longer, delaying approval of permits and construction of current and future development projects within the City. The City also utilizes consultants to provide additional expertise that is required for certain technical projects.
