INVITATION TO BIDDERS
Sealed bids addressed to the City Secretary’s Office, City of Webster, “Sealed Bid Project 25-01 City of Webster Fire Department Training Tower, 101 Pennsylvania Ave., Webster, TX 77598, will be received until 2:00 pm Wednesday April 16, 2025, at which time the names of the bidder will be read aloud, for furnishing all labor, materials, equipment and supervision necessary for construction in accordance with plans and specifications for the:

The scope of this project consists primarily of obtaining permits, construction of new foundations and concrete slabs, site work, offloading, handling, on-site storage, and erection of new fire training tower structure, and testing and certification of new fire training tower structure (structure to be supplied by others).
BIDDERS should inspect the site and be knowledgeable of all local conditions. Time of completion shall be 120 calendar days, including weekends and holidays. All bids must be plainly marked with the project name and bid number. No faxed bids will be accepted.
PLANS AND SPECIFICATIONS may be examined without charge at City Hall, 101 Pennsylvania Ave., Webster, Texas. Contract documents including bid proposal forms, plans sheets, and specifications for the Project may be viewed and downloaded free of charge by registering with

A MANDATORY VIRTUAL PRE-BID CONFERENCE will be conducted at 9:00 am on Wednesday, April 2, 2025 through Microsoft TEAMS (see details below).

Each Bid must be accompanied by a Bid Bond or a certified or cashier’s check, acceptable to the owner, in the amount of not less than five percent (5%) of the total amount bid, as a guaranty. The successful bidder(s) will be required to furnish a performance and payment bond each in the amount of the contract and a maintenance bond in the amount of 100% of the contract.
NO BID may be withdrawn after the scheduled opening for at least ninety (90) calendar days.
THE CITY reserves the right to reject any or all bids, waive formalities and award the bid to the lowest responsive and most qualified bidder.
