Description

This is a Commercial Solutions Opening (CSO) Solicitation for support at Corpus Christi Army Depot (CCAD).



CCAD has a requirement for enterprise modernization of its RF and asset management infrastructure, with the objective of providing secure, resilient, real time and on-demand asset management technologies that meet the CCAD and Enterprise ICN modernization requirements.



This project consists of the design and implementation of the RF infrastructure, including the installation of new portals/readers, the tagging of devices to be tracked and necessary software for management of RF devices and consumption of location data. In addition, this phase includes the capabilities to complete installations in several facilities. The Contractor shall demonstrate capacity to complete the project within 4 months based upon the following assumptions:



• Track CCAD owned assets into and out of tool crib.



• Track Work in Progress Assets and alarm on containment



• Provide, sleds/tablets, tags, and other required peripherals and infrastructure



• Install SW required to support solution capabilities



• available on-premises and cloud



• support various data capture technologies to provide indoor and outdoor asset tracking



o barcode, active and passive RFID, Bluetooth, Wi-Fi, Mesh, Cellular, Satellite



• support various hardware manufacturers



• integrate with one or more customer system(s)



• customizable dashboards with real-time, filterable and drill down data



• mobile application for handheld readers and iOS and Android smartphones/tablets



• generate ad hoc and scheduled reports via .xls, .csv, .pdf and .ppt files



• provide device monitor and management capabilities for deployed asset tracking solution



• customizable to address unique customer requested feature development



• alerting capabilities, to include audible/visual, email and SMS



• extensive roles and permissions configurations to support enterprise-wide usage



• support CAC integration



• include development, production and disaster recovery instances



• dedicated customer support portal



Industry should provide Phase 1 solutions briefs in accordance with Section 3.2 instructions.



In addition, Industry should address the following:



The Government is looking for Innovative methodologies, processes and solutions for modernization that are scalable and repeatable for application to additional infrastructure projects such as:



Commercially Available RF based Solutions and Capabilities for purposes of:



• Asset Management, tracking, safety, and loss prevention



• IP Backhaul



• PTP / Long-haul Connectivity



• IOT Infrastructure Management



• Secure and Realtime Communications



Commercially Available Solutions and Capabilities for:



• Inside Plant Cabling Upgrades, Migrations, Additions and Changes



• Outside Plant Cabling Upgrades, Migrations, Additions and Changes



• Data Center Infrastructure Upgrades to White Space Capabilities and Support Infrastructure



• IT Based Resiliency Methodologies and Solutions



• Cyber Security Related Methodologies and Solutions



• IP and TDM Based Telephony



Commercial Services Capabilities to engineer, furnish, install, test, support and maintain for both short and long-term periods.



All solutions should hold in mind Cyber Security Requirements as based on latest NIST and Army ICN requirements, for both IT/OT environments
