The Indian Health Service, Navajo Area Indian Health Service (NAIHS), Northern Navajo Medical Center in Shiprock NM intends to award a non-competitive, restricted competition contract, to Central Consolidated School District (UEI CXQZVRZCCF41), for consultation services. The NAICS code is 611110, with an associated small business size standard of $20.0 million.
The award will be issued as a base year plus (4) option years. The performance period will be as follows:
Base Period: January 15, 2026, to January 14, 2027
1st Option Period: January 15, 2027 to January 14, 2028
2nd Option Period: January 15, 2028 to January 14, 2029
3rd Option Period: January 15, 2029 to January 14, 2030
4th Option Period: January 15, 2030 to January 14, 2031
In accordance with 41 U.S.C. 3304(a)(1), Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization), for purchases not exceeding the simplified acquisition threshold. Agencies may contract without providing a full and open competition when the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.
The Contractor, Central Consolidated School District, is the only organization uniquely qualified to provide the required consultation services for the Health Promotion Disease Prevention (HPDP) department at NNMC. The vendor is the only school district located within Shiprock Service Unit and has access to the swimming pool at Natatorium for IHS rehabilitation and physical therapy patients and IHS staff. The vendor will also provide support in community base HPDP wellness initiative. These programs include specific and mental health wellness.
This Notice of Intent to restricting competition is not a request for competitive proposals and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can provide the stated consultation services may provide a capabilities statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than 12:00 PM Mountain Standard Time (MST) on Tuesday, December 16, 2025 via email to bertina.jones@ihs.gov.
