On-Call Professional Services

The NYS Workers' Compensation Board is seeking to contract with qualified vendors authorized to do business in New York State, provide services under two separately awarded Lots:

Workers’ Compensation Financial and Advisory Services (Lot #1): Review or audit of any financial statement or compilation report of any fund, part of a fund, or program that the Board manages or oversees. The services may also include financial advisement or cost benefit analysis for any new regulation, initiative, program or risk transfer transactions.

Workers’ Compensation Actuarial Services (Lot #2): Actuarial review or actuarial consultation for any self-insurer, fund or group of claims. This may include but not be limited to a certified actuarial report, actuarial review of submitted self-insured documents, or consultation on any actuarial issue. In addition, specific actuarial consultations may be required to assist in evaluating risk transfer transactions.

Due to the unpredictable nature of the timing of services needed, the potential for conflicts of interest to arise, and the uncertainty regarding how many on-call services will be needed (and the exact scope of each), the Board expects to exercise its right to award contracts for as needed services to two qualified Contractors for each lot; one Contractor will serve as the Primary Contractor (the highest composite score) and other as the Secondary Contractor (the next highest composite score) for each lot.

This solicitation, and the appendices and attachments referenced herein, provide specific service requirements, experience requirements, and other pertinent information. The specifications for the engagement and the terms and conditions set forth in this Statement of Work will be incorporated into any resulting contract entered into between WCB and the selected bidder.
