Summary

The City of Palo Alto (“City”) is a full-service municipality and a citywide workforce of about 1,000 full-time employees. The City operates multiple departments providing a wide range of services including police, fire, utilities, public works, community services, and administrative functions.

The City is committed to maintaining a safe and healthy workforce and recognizes the importance of medical fitness in ensuring employees can perform essential job duties safely and effectively. To support this commitment, the City conducts medical examinations and health screenings for applicants and employees as required by state and federal regulations, licensing standards, and City policies.

The City seeks to engage a qualified medical services provider in compliance with Occupational Safety and Health Administration (OSHA) Standards, Family and Medical Leave Act (FMLA) & Health Insurance Portability and Accountability Act (HIPAA), Department of Transportation (DOT) Regulations 49 CFR Part 40, Equal Employment Opportunity Commission (EEOC) Guidance, Americans with Disabilities Act (ADA), applicable state and local health codes to perform pre-employment, post-offer, and ongoing occupational health examinations and related services to ensure compliance with applicable laws and to protect the health and safety of the City’s workforce.

Background

The City of Palo Alto is requesting proposals from qualified health care providers (“Consultant”) to provide comprehensive Pre-Employment and Occupational Medical Services as outlined in Medical Exam Types 1 through 13 of the Costing Sheet.

The Consultant shall be responsible for conducting all required examinations, evaluations, testing, and reporting in accordance with federal, state, and local regulations, and consistent with the City’s internal policies. The City intends to award a single contract for all services to streamline administration and ensure consistency of results across departments.

The City schedules approximately 100 employees to complete medical exams annually (various exams may be requested at once) based on job description requirements . The types of examinations and services may include, but are not limited to, the following:

  1. Full Medical & Occupational

  1. (Non-DOT) Employees

  1. (DOT) Employees

  1. Firefighter Preplacement

  1. Police Preplacement

  1. Department of Motor Vehicles (DMV) Medical Examinations

  1. OSHA Respirator Medical Clearance Examinations

  1. Fitness for Duty Evaluations

  1. Drug and Alcohol Testing

  1. Tuberculosis (TB) Testing

  1. Vaccinations and Immunizations

  1. Laboratory Only

  1. Hazardous Materials Baseline, Annual, and Periodic Medicals

  2. Other Employer or Clinically Indicated
