REQUEST FOR PROPOSALS FOR STANDBY PUBLIC ADJUSTING SERVICES
PROCUREMENT INFORMATION
The Housing Authority of The City of Live Oak’s Public Adjusting Committee (LOHA) herein is soliciting
proposals from qualified and licensed Public Adjusters to establish a standby (on-call) contract for insurance claim
consulting and recovery services.
The intent of this RFP is to pre-qualify a firm that can be activated upon occurrence of a loss event (e.g.,
hurricane, fire, flood, or other insured incident) to support the Entity in maximizing insurance recovery.
Proposal deadline: Proposals must be received no later than 4:00 PM Eastern Time on Tuesday, July 30, 2026.

All Proposals shall be time and date stamped upon receipt. Late Proposals will not be accepted. All Proposals
received will become a part of The Housing Authority of The City of Live Oak’s official files without any
obligation on The Housing Authority of The City of Live Oak’s part to return submitted material.
All Proposals received in accordance with the Request for Proposals will be reviewed and evaluated by the
Housing Authority. Proposer will then be ranked based on their evaluation of the best-qualified, experienced,
bid price and responsive Proposer.
Live Oak Housing Authority reserves the right to reject any or all Proposals and to select the Proposer which, in
its judgement, best meets the needs of Live Oak Housing Authority.
In accordance with the U.S. Department of Housing and Urban Development (HUD) Handbook 7460.8 REV-2,
Florida Statutes and with other applicable laws, the Live Oak Housing Authority (LOHA) is seeking proposals
from qualified responsible firms to provide Public Adjuster Services.

INTRODUCTION
Nathaniel Smith serves as the agency’s Executive Director of the Housing Authority’s Board of
Commissioners.
The Housing Authority of the City of Live Oak, Florida (also known as the Live Oak Housing Authority) was
created pursuant to Chapter 421, Florida Statutes for the purpose of providing decent and sanitary housing to low-
income residents of the City of Live Oak. Currently, LOHA owns and manages 104 low rent units, 3 playgrounds,
and approximately 1 acre pond with grass area surrounding it.
The Board of Commissioners, authorized by the laws of the State of Florida, appointed by the Mayor, is
responsible for the development of housing policy and the authorization of expenditures.
QUALIFICATIONS
The Proposer must show to the complete satisfaction of LOHA that it has the necessary facilities, ability, and
financial resources to provide the services specified herein in a satisfactory manner. The Proposer should also
give a past history and references in order to satisfy LOHA in regard to the Proposer’s qualifications. LOHA
may make reasonable investigations deemed necessary and proper to determine the ability of the Proposer to
perform the work, and the Proposer shall furnish to LOHA all information for this purpose that may be
requested. LOHA reserves the right to reject any offer if the evidence submitted by, or investigation of, the
Proposer fails to satisfy LOHA that the Proposer is properly qualified to carry out the obligations of the contract
and to complete the work described therein.
Evaluation of the Proposer’s qualifications shall include:
• The ability, capacity, skill, financial and other necessary resources to perform the work or provide the
service required;
• The ability to perform the work or provide the service promptly or within the time specified, without
delay or interference;
• The character, integrity, reputation, judgment, experience, and efficiency of the Proposer, and;
• The quality of performance of previous contracts or services.
* Respondents must provide a listing of the personnel to be assigned to the project, including
organizational structure and each person’s area of responsibility. Resumes for each professional
assigned to this project are also required. Responders must have sufficient and qualified staff
immediately available to contract solicitations and to enter into and manage any components
targeted by the RFP.
OBJECTIVE
The objective of this engagement is to ensure the Entity is:
• Strategically positioned before a loss occurs
• Able to respond immediately after an event
• Supported by experts to maximize insurance recovery
Services will be performed only upon activation by the Entity and compensated on a contingency basis.

CONTRACT STRUCTURE (Standby / On-Call)
• This is a no-cost standby agreement until activated
• No fees shall be incurred unless services are formally authorized
• Activation will occur through written notice following a loss event or identified claim opportunity
• The selected firm must be able to mobilize immediately upon activation
TERM
The standby contract shall be for a term of THREE (3) years, with optional renewals, and shall remain in effect
for any activated claims through final resolution. All services under this Scope shall be compensated on a
contingency basis, with payment due only upon successful recovery of additional insurance proceeds.

• Experience and past performance
• Responsiveness and ability to mobilize quickly
• Understanding of public sector needs
• Fee structure
• References
SCOPE OF WORK (UPON ACTIVATION)
Policy Review & Coverage Analysis
• Review applicable insurance policies
• Identify coverage, limitations, and recovery opportunities
Damage Assessment & Documentation
• Perform site inspections and loss assessments
• Retain and coordinate engineers, estimators, and other experts
• Develop detailed scopes of loss with supporting documentation
Claim Preparation & Submission
• Prepare and submit claims in accordance with policy requirements
• Compile cost estimates, inventories, and supporting documentation
Negotiation & Settlement
• Represent the Entity in communications with insurers
• Negotiate equitable settlements
• Assist in dispute resolution, including appraisal if necessary

• Provide ongoing updates and reporting
• Maintain organized and auditable claim files
TIMELINE
It is expected that the Standby Public Adjuster Services process will be awarded in July 2026.

• Selection of Consultant: August 10, 2026
LOHA reserves the right to make adjustments as needed to the above schedule.

SUBMISSION REQUIREMENTS
A consultant, firm, or combination thereof wishing to submit a proposal must include the following in their
response:
• A brief history of the proposing entity, including general background, knowledge of housing, and
experience working with relevant agencies
• Resumes of the personnel assigned to the project
• A statement substantiating the resources of the proposing entity and the ability to carry out the scope of
work requested within the proposed timeline
• Proposed fee structure/percentage rate, including billing rates, hourly rates, reimbursable expenses, etc.

• References, including contact information, for at least three organizations
• At least one (1) example of work
• A statement of conflicts (if any) the proposing entity or key employees may have regarding these
services. The statement should include conflicts, as well as any working relationships that may be
perceived by disinterested parties as a conflict. If no potential conflicts of interests are identified, please
