Title: Notice of Intent to Sole Source to Mettler Toledo Maintenance

The National Institute of Standards and Technology (NIST) is seeking information from sources that may be capable of providing Mettler Toledo Maintenance. If no alternate sources are identified, the Government intends to issue a Sole Source Award to Mettler Toledo (1900 Polaris Parkway, Columbus, OH 43240) under the authority of FAR 13.106-1(b); only one source reasonably available. The North American Industry Classification System (NAICS) code for this acquisition is 334516.

BACKGROUND

The National Institute of Standards and Technology (NIST) Mass and Force Group requires preventative maintenance for 10 specialized mass comparators.

The NIST Mass and Force Group uses a variety of high precision mass comparators to maintain and disseminate an SI-traceable mass scale to the US Measurement System. These instruments are very sensitive and require periodic adjustment to maintain their high level of performance. It has been over four years since the NIST mass comparators have had routine maintenance, so we are requesting the acquisition of this service to comply with the NIST Quality System requirements of using equipment that is appropriate for the accuracy of the required results. Only Mettler-Toledo authorized technicians shall perform the preventive maintenance on the following instruments.

General Requirements:

The Contractor shall provide the following for all Comparators described under minimum requirements:

  Cleaning of parts critical to mass measurement, replace with spare parts where and when needed. If additional replacement parts outside the scope of work for the above tasks is needed the Contractor shall contact the Contracting Officer for approval prior to installing the additional parts.

  Inspection and adjustment of turntable level and alignment

  
  

• 
  

  Alignment and leveling of mass pan

  
  

• 
  

  Inspection and adjustment of weighing cell

  
  

• 
  

  Replacement of display battery if required

  
  

• 
  

  Evaluation and tuning of electronics supporting weighing cell if required

  Standard deviation test using customer weights

  
  

• 
  

  Upgrade system software to newest version if available at time of service

  Provide certification showing that systems meet original manufacturer’s specifications

  One (1) visit per 18-month period for a total of (2) visits within 36 months of performance for CLIN0001.

  
  

The vendor is to provide all labor, materials, and equipment at the NIST facility in Gaithersburg, MD. Maintenance and repair work are intended to keep the equipment operating to its original manufacturer’s specifications unless otherwise noted.

NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above.
