Project Description: The Jewish Community Association of Northeastern Pennsylvania (JCA) will receive sealed bids for Kirby Park Pond Improvements, City of Wilkes-Barre. Two (2) Bids (General Construction Prime Contract and Electrical Construction Prime Contact) shall be received electronically via the PennBid online bid management program (https://pennbid.bonfirehub.com) by the JCA by 3:00 PM (Prevailing Time) on June 11, 2025.
The General Construction Prime Bid consists primarily of new plantings around the existing pond, limited pond edge boulder stabilization and limited site furnishings.
The Electrical Construction Prime Bid consists of new pedestrian scale lighting around the pond walkway and two (2) fountain / aerators in the pond.
Bid Documents, including the Specifications, will be available on PennBid. Bidders can register electronically with PennBid to make a submission and to obtain Bid Documents at no cost.
The project is funded by an American Rescue Plan Act (ARPA) grant from Luzerne County. Contractors are required to demonstrate compliance with 2 CFR 200.321)"Contracting with small and minority businesses, women's business enterprises, and labor surplus area through detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the good faith efforts identified in the project manual to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
Prospective bidders are advised that a pre-bid site meeting will be conducted for this project. It is recommended that all bidders inspect the site prior to submitting a bid to familiarize themselves with the existing conditions at the project site. The pre-bid meeting and site visit will be on May 28, 2025, at 10:00 AM at the Kirby Park Pond in Wilkes-Barre. More details for the pre-bid meeting will be provided through PennBid.
Questions regarding the Bid Documents shall be submitted via the “Ask a question” feature on the PennBid site no later than May 30, 2025, 5:00 PM, and all questions will be answered by June 3, 2025
Bids that are submitted through PennBid will be made available through PennBid within an hour after the bid deadline.
Pennsylvania Prevailing Wage Project Rates are included in this project and govern all work under the contract. The bidder’s attention is called to the fact that the Pennsylvania Public Works Employment Verification Act applies to this Contract if the estimated cost of the project is in excess of $25,000. The successful bidder shall pay no less than the wage rates determined for the project area as set forth in the Contract Documents. The successful bidder must also ensure that all employees, subcontractors and applicants for employment are (a) not discriminated against because of their race, color, religion, sex or national origin, or on any other basis on which discrimination is prohibited by any applicable federal, state or local laws and, (b) legally authorized to work in the United States.
Proposals must be submitted on the forms furnished in this specifications packet. Bids must be accompanied by a certified check, bank draft or bid bond issued by a surety company licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the Total Base Bid Amount, made payable to the Jewish Community Alliance of Northeastern Pennsylvania (JCA).
The Jewish Community Alliance of Northeastern Pennsylvania reserves the right to reject any or all proposals, or any parts or items of bids. All bids must include lump sum. Bids will include unit prices for select improvements to be utilized, after award of bids, for adjusting the amount of work that may be required. In addition, the JCA reserves the right to decrease/increase the scope of work based on available funding.
The successful bidder will be required to furnish separate bonds with corporate surety issued by companies authorized to do business in the Commonwealth of Pennsylvania on the prescribed forms dated the date of the Contract, or separate Federal or Commonwealth chartered lending institution irrevocable letters of credit in a form accepted and approved by The JCA, or separate restrictive or escrow accounts with such lending institutions pursuant to an escrow agreement accepted and approved by The JCA, each equal to one hundred percent (100%) of the Contract amount, to secure (a) the faithful performance and maintenance of the Contract; and (b) the prompt payment of materials and labor.
Bidders are advised that all applicable provisions of the Occupational Safety and Health Act (Public Law 91-596, dated December 29, 1970, latest revision) shall be strictly adhered to on this project.
Bids must be accompanied by a completed Bid Form, Bidder’s Qualification Statement, electronic copy of Bid Bond, executed Non-Collusion Affidavit and Public Works Verification Form as set forth in the Contract Documents. Failure to submit an Affidavit with the bid proposal may result in disqualification of the bid.
Bids may be held by JCA for a period of not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. During this period, no bid may be withdrawn.
Award of Contract, if a contract is awarded, will be to the lowest responsible bidder, but the JCA reserves the unqualified right to reject any or all bids and to waive any informalities. The JCA also reserves the right to delete any "item" or portion of an "item" contained in the Contract at its discretion once bids are received.
