DEPARTMENT OF STATE WORLDWIDE WATER AND WASTEWATER MANAGEMENT SUPPORT SERVICES
This is a Pre-Solicitation Notice – interested companies do NOT need to
submit any documentation at this time.
The U.S. Department of State (DOS), Office of Global Acquisition (M/GA) on
behalf of the Bureau of Overseas Buildings Operations (OBO), Office of Facility
Management is issuing this pre-solicitation notice in accordance
with Federal Acquisition Regulation (FAR) 5.203. This is not a solicitation;
no responses are requested at this time. A formal solicitation will follow
this announcement with full details, including a response deadline,
complete pricing schedule, statement of work and instructions to offerors.
The Bureau of Overseas Buildings Operations (OBO) is integral to
advancing U.S. diplomatic interests by providing safe, secure, and
functional facilities for U.S. diplomatic missions worldwide. OBO is
responsible for constructing, purchasing, and maintaining these facilities
and other real estate holdings globally. Within OBO, the Office of Facility Management (FAC) oversees the maintenance and operation of these facilities,
including representational, office, and residential spaces. The office is
responsible for water quality and wastewater treatment. Installation, repair, regular testing, and maintenance of water systems is required for ongoing safe potable water and wastewater treatment at DOS facilities around the world.
IMPORTANT NOTE: A significant portion of this work will be classified and will require contractors to have a current valid clearance to perform these services. All of the expected services will be performed outside of the continental United States.
The Contractor shall provide the listed multi-disciplined functions to
support approximately 290 U.S. Embassies and Consulates worldwide,
encompassing about 20,500 properties. The Contractor shall offer
expertise in project management, construction management, facilities
management, and on-site technical support to ensure successful global
operations. Continuous coordination with FAC is essential for project
execution. The following are the multi-disciplined functions:

• Administrative Support
• Technical Support
• Training Support
This requirement will be solicited as a 100% small business Set-Aside. The resultant award will be
either a Single Award or Multiple Award Indefinite Delivery-Indefinite Quantity (IDIQ) contract(s). The NAICS Code for this procurement is 561210 (Facility Support
Services). The period of performance is for one 12-month base year and
four 12-month option periods. All responsible sources may submit a
proposal which will be considered by the agency. All prospective
contractors are required to be registered in the System for Award
Management (SAM) database at https://www.sam.gov. An active
registration in the System for Award Management (SAM) database is
mandatory to be considered for award.
The anticipated RFP release date is August 2025. The solicitation will be
posted at www.sam.gov. Offerors can view and/or download the
solicitation and any amendments to the solicitation at www.sam.gov when
it becomes available, the solicitation number is 19AQMM25R0284. No
additional information is currently available, and the Government will NOT
respond to questions regarding the pre-solicitation notice. Interested
