RFQ for IDIQ A/E Services for Southeast Texas - Lamar Institute of Technology; Lamar State College-Orange; Lamar State College-Port Arthur

1.1 GENERAL INFORMATION: The Texas State UniversitySystem (“TSUS”, or “Owner”) on behalf of LamarInstitute of Technology (“LIT”), Lamar State College-Orange (“LSCO”), and LamarState College- Port Arthur (“LSCPA”), is soliciting Statements of Qualifications(“Qualifications”) for the selection of a firm or firms to provide Indefinite Delivery-Indefinite Quantity (“IDIQ”)Architectural/Engineering (“A/E”) services for planning, design, renovation and new construction of projects forLIT, LSCO, and LSCPA (“Member” or “Members”) on their main campuses orsatellite locations in Southeast Texas, on an hourly fee or lump sum basis asneeded by the Member(s). Expected required services include, but are notlimited to, pre-project planning, cost estimating, programming, design, constructiondocument preparation, bidding assistance, and construction phaseadministration, or any other professional A/E services that are beneficial inthe delivery of facilities. The A/E will render these services to the Member asneeded, with no minimum or maximum amount of services specified. In particular,the A/E must be prepared to assign at least one (1) person with significantproject planning and management experience to be available as the point ofcontact for all efforts at the Member institution. An agreement with theselected firm(s) will be issued as an IDIQ Professional Services Agreement witha three (3) year initial term andan option for the Owner to extend the contract for two (2) additional one (1) yearterms. The total value of the Contract term shall not exceed Three Million Dollars($3,000,000) for the total life of the agreement. However, the Owner reserves the right to increase this monetary limit. This solicitation sets forth the terms, conditions, and requirements forprospective A/Es to be considered for this work. (Prospective A/Es are hereinafter referred to as “Respondents”).
