Sole Source Procurement
This is not a solicitation for bids or proposals. This is a notice of intent to purchase a product without seeking competition.
Any responses received as a result of this Notice of Intent shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses will not be considered as proposals, bids, or quotes. The proposed contract action is for products or services for which the College intends to negotiate and award with only one source, as permitted under the authority of the Utah Procurement Code (U.S.C. § 63G-6a-802, as amended).

Proposed Sole Source Supplier: Daktic/Silverstone
Sole Source Justification:
1.List the products/services with which this purchase must be compatible, the date those products/services were purchased, the life expectancy of the products, name of the vendor from which the purchase was made, and the purchase order, bid, or requisition number associated with that purchase.
A few years ago, SLCC purchased five new GM engines from Silverstone (distributor of Consulab engine trainers) to support instruction in engine rebuilding. These engines were first used in the fall of 2020 and have been highly effective in helping students achieve the course learning objectives.
Due to increased class sizes and the need for more than five engines, SLCC is now purchasing additional engines from ConsuLab. These new engines are more recent models, prepared by ConsuLab for use with a new start cart. This purchase not only introduces newer technology and engines in better condition but also maintains consistency with the previously acquired GM engines from ConsuLab. Original engines were purchased PO# P2001639 on 12/20/2019.
Why must this purchase be compatible with the products/services listed above?
The new engines match the old engines, stand and start cart design for shop continuity and project worksheet similarity. The two sets of engines are similar in design and functionality for ease of instructor assignment creation and student instruction. Changing away from the Consulab products would reduce rebuilding project continuity and put an undue burden on the instructor and students.
Responses:
Interested and capable vendors may respond to the stated requirements and justification by email or electronic communication through U3P. Such communication should include a statement regarding their capability to provide the specified procurement item. Responses will be considered only if they include clear and convincing documentation that demonstrates the capability of meeting or exceeding the requirements stated herein. All responses received by the due date and time specified in the posting will be reviewed by the College. A determination not to complete this proposed action based on the responses to this notice is solely within the discretion of Salt Lake Community College Purchasing Services.
