Description

The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. All interested parties should respond.



The 115th Fighter Wing intends to issue a solicitation and award a firm-fixed price contract to remove and dispose of PFAS/PFOA compromised soil in accordance with laws and regulations. Any interested concern will provide this office, in writing, a notice stating its positive intent to submit a quote as a prime contractor no later than the date indicated on this notice. This notification, which shall not exceed five typewritten pages, must include ALL of the following:



(1) Positive statement of intent to bid as a prime contractor



(2) A completed and signed Source Sought Response Form



(3) A listing of relevant projects completed during the past six years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor.



(4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.

In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Information shall be provided via email to: scott.homner@us.af.mil. Include the following in the subject line - Sources Sought W50S9F25Q0004. No facsimile responses will be honored.



REQUIREMENT DETAILS: The 115th Fighter Wing at Dane County Regional Airport -Truax Field, Madison, WI is conducting market research seeking capable sources for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to remove and dispose of PFAS/PFOA compromised soil in accordance with laws and regulations. There is a single soil pile that is estimated at 13,200 CY of material and an estimated 19,600 tons. The work includes sample collection and analysis to characterize the extent of soil contamination. Sample results will be used to determine the appropriate method of disposal (hazardous vs. non-hazardous) or treatment for these soils. Using sample results, the contractor will load, transport, and dispose of the soil at an EPA-approved disposal facility, to be identified and coordinated by the contractor, in accordance with all federal, state, and local requirements.
