GENERAL INFORMATION:
1. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued Paper copies of this solicitation will not be available.
2. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-03 and DFARS Change Notice 2025-0117. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

3. This solicitation is being issues as a(n): Request For Quotation (RFQ)
4. The Navy intends to award a firm, fixed price contract to the vendor who is evaluated to provide the best possible service IAW the SOW utilizing a price/technical tradeoff method as the source selection technique in accordance with FAR 15.101-1.

REQUIREMENT INFORMATION:
The Portsmouth Naval Shipyard requests responses from sources capable of providing the following:

METHOD OF PROPOSAL SUBMISSION:
Quotes shall be emailed. All responsible sources may submit a quote which shall be considered by the agency.
System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/.
All quotes shall include this form filled out in its entirety, any pricing breakdown that explains the quote, and any technical information needed for technical evaluation.
REVISION 1 TO ANSWER THE FOLLOWING QUESTIONS:
Q: Could you confirm the period of performance, we are still not sure if the work is required to be done this year or next year. Ideally, we want to come start and be able to finish and mobilize one-time to site.
A: the POP outlined in the RFQ is accurate; it is essential for this work to be performed in two visits.
Q: Can you confirm if you have pics of the designated areas?
A: Pictures are not available.
Q: Are there any interferences in the areas that need to be removed?
A: There are various small interferences that you as the WIL will have to be notified when they need to be removed so you can coordinate to have either shipyard or ship’s force personnel remove them. There are also some areas that might have to be worked underneath components/desks that sit at various heights above the deck.
Q: Will Navy ensure all personal items are removed prior to work starting?
A: Personal items should be removed prior.
Q: Will we be provided a staging area?
A: Staging area will be negotiated – space is limited so depends on how much they want and can’t guarantee how close to the sub it will be.
Q: Are we removing all deck covering and going down to bare metal?
A: All deck tile and deck leveler at least down to the paint layer will be removed. Most paint comes up when chipping up the deck leveler and it becomes down to bare steel and that is OK. If there is paint residue left that is also OK, as the paint is set to be prepared by shipyard personnel at a later date prior to reinstall.

REVISIONS 3 TO CLARIFY THE FOLLOWING & EXTEND THE SOLICIATION DEADLINE TO 11:59 EST IB 2/5/2025:
Q: Can the removal be accomplished all the same time? (meaning every space be available to be worked) over a period of approx. 1 month. Then come back when ready to re-install?
A: All of the spaces will not be available at once. There will be other work going on. Contractor will have to work around any high priority work. We will work with the vendor on spaces available. In addition, there will be critical passageways that won’t be able to be completely blocked off, they will have to do part of the passageway at a time so people can still pass through if necessary. With the processes and requirements for tenting work areas due to environmental and/or potential hazmat reasons, as well as the possibility that certain spaces won’t be available due to conflicting work, I would doubt it would be able to be done in 1 month. However, the number of personnel the vendor plans on using and their proficiency and knowledge would influence this greatly. Working at night will allow the greatest ability to progress work.
