NASA/NSSC has a requirement for Hyper-bb rental and flow through chamber purchase.
NASA/NSSC intends to issue a sole source contract to Sequoia Scientific, Inc.7 2700 Richards RD STE 107, Bellevue, Washington 98005-4200 under the authority of FAR 13.106-1(b)(1)(i).
It has been determined that Sequoia Scientific is the sole provider of Hyper-bb rental and flow through chamber. This procurement is for the purchase of a Hyper-bb rental and flow through chamber purchase. Sequoia Scientific is the exclusive manufacturer and vendor of the Hyper-bb instrument. The Hyper-bb is the only commercial instrument that offers comprehensive hyperspectral color range measurements. Without the Hyperbb, personnel at Goddard Space Flight Center would be unable to collect the necessary measurements to support algorithm development for the PACE satellite concerning phytoplankton, including the assessment of harmful algal bloom community composition.
NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC).
The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 11:59 a.m. Eastern Standard Time on 2/7/2025. Such
capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
