OVERVIEW
This solicitation is provided by the Snohomish Conservation District (SCD) to procure native plants for restoration
projects between October 2026 and April 2027.
It is anticipated that up to $260,000 will be available for this opportunity. Bidders may submit proposals for all or
part of the plant inventory outlined in Appendix A; there is no minimum quantity required.
SCD reserves the right to amend this solicitation for administrative or technical purposes or to make no awards.
Eligible Applicants
Any organization or entity that has the capacity, experience, and legal status necessary to provide the materials
described in this RFP is eligible to apply. This includes state agencies, local and tribal governments, non-profit
organizations, institutes of higher education, graduate researchers, and private businesses or contractors.
Any firm, association or corporation or any person in a controlling capacity or any position involving the
administration of federal, state or local funds is not currently under suspension, debarment, voluntary exclusion,
or a determination of ineligibility by any agency; has not been suspended, debarred, voluntarily excluded or
determined ineligible by any agency within the past three (3) years; does have a proposed debarment pending;
has not been indicted, convicted or has not had a civil judgment rendered against said person, firm, association or
corporation by a court of competent jurisdiction in any matter involving fraud or misconduct with the past three
(3) years.
Timeframe
Plants will be needed for projects occurring between October 2026 and April 2027.

FUNDING INFORMATION
Budget
The total budget for all plants is $260,000. This includes delivery fees, taxes and plants. Please include all costs
when generating a budget.
Incurring Costs
SCD is not liable for any cost incurred by a bidder in the process of responding to this RFP, including but not limited
to the cost of preparing and submitting a response.
SUBMITTAL INSTRUCTIONS
All proposals must be submitted via email to awinkler@snohomishcd.org, no later than Monday, August 3, 2026 at
4pm PDT.
Submissions must include:
- Vendor contact information
- Information about the ability to deliver and delivery fee.
- Appendix A: 2026 Plant Request Table OR Vendor's pricelist and inventory (including date through which
current prices will remain effective).
Appendix A lists SCD's desired plants and quantities. Please complete the table with the requested information
about any species you would like to provide. Submitters may include their cost/plant, or attach a price list, or
provide a link to a current price list available online. If you are not able to provide the full quantity, please provide
a comment on the available quantity.
Hard copies, faxed, or telephone proposals will not be accepted.
SELECTION CONSIDERATIONS
Preference for plant material with Western Washington provenance.
Preference towards suppliers with the ability to provide multiple species.
Preference for 18" + bare root stock (BR) of trees and shrubs for most species, where possible. Bidders are
encouraged to provide bids on the largest bare root stock available.
Preference for requested size potted sock where possible or one size up.
Reliability of nursery operations (e.g., in business for more than one year, high-quality plants, pest and
disease free).
Price of plants inclusive of delivery costs.
SUBMITTAL REVIEW PROCESS
A selection committee will review and evaluate submissions based on budget. The committee may select one or
more vendors to meet the needs of this procurement.

CONTRACTING, INVOICING, AND PAYMENT
Vendors shall provide an Invoice or Sales Order which shall serve as a contract.
SCD shall provide a deposit payment upon finalization of the sales order if requested.
Vendors shall provide a final invoice for balance payment of sales order, after delivery / pick-up of plant materials.
