CBP Online Applicant Competency Assessment Service (COACA) and CBP Automated Testing Services (CATS)

CBP, Office of Human Resources Management (HRM), Planning, Program Analysis, and Evaluation Directorate (PPAED), Personnel Research and Assessment Division (PRAD), is responsible for the development and implementation of assessments for entry-level selection and promotion of its mission-critical occupations. The Contractor shall manage the competency-based assessments of CBP entry-level applicants and promotional candidates for frontline positions. Applicants apply to vacancy or promotional announcements through USA Jobs, complete the necessary examinations, and are referred to additional steps in the hiring or promotional processes if qualified.

The Contractor shall manage the competency-based assessments of U.S. Custom and Border Protection (CBP) entry-level applicants and promotional candidates for front line positions, mainly Customs and Border Protection Officers (CBPOs) and Border Patrol Agents (BPAs). The Contractor shall provide a computer-based test administration system that shall provide secure web-based administration of Government provided tests which may be adaptive or non-adaptive, applicant self-scheduling of testing appointments, integration with CBP systems test scoring, and reporting. The Contractor shall manage communications with applicants to schedule and complete testing and shall provide applicant support to complete testing. The Contractor shall provide physically proctored test administration , remote/technologically proctored test administration , and unproctored test administration. The Contractor shall monitor for unauthorized test exposure. The Contractor shall ensure system security through compliance with all relevant regulations, including system monitoring and web browser locking and monitoring during testing sessions.

Potential offerors MUST be registered at Entity Registration|SAM.gov (https://sam/gov/entity-registration) in order to receive notification and/or changes to the solicitation. Potential offerors are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and for down loading their own copy of the solicitation package. This notice does not obligate the Government to award a contract neither does it obligate the Government to pay for any proposal preparation costs.
