Support for Security Keys Phase 2



The National Institutes of Health (NIH), National Library of Medicine (NLM), intends to award a sole source purchase order for the Center of Technology (CIT) with Deloitte Consulting, LLP, 1919 N Lynn Street, Arlington VA 22209-1742 for Health and Human Services (HHS) Smart Card Management System (SCMS) Support for Security Keys Phase 2. The North American Industry Classification System Code (NAICS) is 541519 – Other Computer Related Services. Deloitte Consulting, LLP is the only responsible source known to provide the services needed.





Description:



In response to increasing online phishing attempts, the Department of Health and Human Services (HHS) Smart Card Management System (SCMS) team shall provide support in coordination with the Center for Information and Technology (CIT) Identity and Access Management (IAM) services to implement security keys as an additional authentication mechanism at NIH. Security keys provide similar multi-factor authentication functionality as a Personal Identity Verification (PIV) badge; however, they can be shipped to the user, rather than requiring them to visit an NIH badging office. Security keys are an important step to eliminating single-factor authentication to provide stronger security measures, improve compliance, reduce travel costs, and improve overall user experience.





It is NLM's intent that the proposed action may be awarded on a sole source basis to Deloitte Consulting, LLP under the authority of Federal Acquisition Regulation (FAR) Subpart 8.405-6 Limited Sources.



Period of Performance: January 15, 2025-January 14, 2026.



Sole Source Justification



In accordance with FAR 8.405-6(a)(1)(i)(B), Deloitte Consulting, LLP is the only source capable of providing the required supplies and services.



This is not a solicitation, nor is a solicitation available. However, all interested organizations may submit their capability statements and qualifications which will be considered by NLM. Responses must be in writing and must be submitted electronically to Alice M. Sobsey, Contract Specialist at alice.sobsey@nih.gov by 12:00 noon EST on, December 30, 2024. Proposals must include pricing information. No late responses will be accepted.
