The Besemer Airport Authority is requesting sealed proposals for the furnishing of all labor, materials and
equipment and performing all work necessary for the Drone Cage Project at Bessemer National Airport. Bids
shall be submitted via email to Tim Wasyluka, Bessemer National Airport Executive Director, at
tim.wasyluka@bessemerairportauthority.com with a copy to Jennifer Farineau, at
jennifer.farineau@gmcnetwork.com, no later than 5:00 pm CDT on Tuesday, December 9, 2025.
The bid shall be attached to the email in PDF format. The subject line of the email shall state the name of

otherwise the bid shall be rejected. Any bid received after the scheduled closing time for receipt of bids
will be rejected. Pre-qualification of bidders is not required.
A Pre-Bid Meeting via Microsoft Teams is scheduled for Tuesday, December 2, 2025 at 11:00 am CDT.
Attendance is non-mandatory, but encouraged. The meeting information will be provided to plan holders.
Major items of work include: Provide Drone Cage Netting, Poles, Pole foundations and appurtenances to
construct a 120’ x 300’ x 50’ (or 85’) Drone Cage as a turnkey project; to include all necessary geotechnical
foundation design and construction of foundation and drone cage.

Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated
above, upon payment of a one-time administrative fee of $20.00 for digital access/file sharing access. Said
cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be
granted. Checks for Bidding Documents shall be payable to “Goodwyn Mills Cawood, LLC.” Partial sets of
Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be
responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources
other than the Issuing Office.
Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount
of the bid, but not to exceed $50,000. The bid guaranty may be by certified check or bid bond made
payable to the Bessemer Airport Authority.
All Bidders bidding in amounts exceeding that established by the State Licensing Board for General
Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must
show evidence of license before bidding or bid will not be received or considered by the Engineer; the
Bidder shall show such evidence by clearly displaying the license number on the outside of the envelope in
which the Proposal is delivered.
Bids may be held by the Bessemer Airport Authority for a period not to exceed one hundred twenty (120)
days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract is subject to requirements in the contract documents including, but not limited to, the
following Federal provisions:
1) Buy American Preference
2) Civil Rights – Title VI Assurances
3) Equal Employment Opportunity
4) Davis Bacon
5) Debarment and Suspension
6) HUD Section 3
7) Foreign Trade Restriction
8) Lobbying Federal Employees (Required for contracts over $100,000)
9) Recovered Materials
The Bessemer Airport Authority, in accordance with the provisions of the Section 3 program requires
recipients of HUD funding to direct employment, training, and contracting opportunities to low-income
individuals and the businesses that employ these persons within their community. Section 3 is a provision of
the HUD Act of 1968 and is found at 12 U.S.C. 1701u. The regulations are found at 24 CFR Part 75.
Per this statutory language, recipients of HUD funds (i.e. grantees and contractors) ensure that “to the
greatest extent feasible,” when certain HUD funds are used to assist housing and community development
projects, preference for construction-related training, jobs, and contracting opportunities go to low- and
very-low income people and to businesses that are owned by low- and very-low income persons or
businesses that hire them. These opportunities are both sex and race neutral.
The Bessemer Airport Authority reserves the right to reject any and all bids and to waive any informality or
irregularity in the bids received.
