Description

The U.S Army Medical Research Acquisition Activity (USAMRAA) in support of Enterprise Information Technology Project Management Office (eIT PMO), is seeking information for providing professional services supporting the LabVantage Laboratory Information Management Software (LIMS).



System for Award Management (SAM) registration is mandatory (www.sam.gov). It is anticipated that the type of contract will be a Firm Fixed Price.



This RFI is issued for informational and planning purposes only. Contact with Government personnel, other than those specified in the RFI, by potential vendors or their employee’s regarding this requirement is not permitted. This is not a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this RFI, will be used within USAMRAA to facilitate decision making and will not be disclosed outside of USAMRAA. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government.



Responses to this RFI shall include the appropriate contract vehicle information, such as type of contract vehicle, business size, NAICS Code. This RFI is for fact finding and planning purposes only. You are encouraged to inform the Government of any barriers that would prohibit them from competing.



This RFI is in support of the professional services supporting the LabVantage Laboratory Information Management Software (LIMS).



The implemented system is configured on premise on DHA infrastructure.



US citizens only supporting the contracted work where live lab data is being accessed.



Developers and tester will require use of government computers (Government Furnished Equipment) so must be able to obtain DOD CAC and qualify for public trust clearance.

PWS Excerpt:



Project Management




  • Weekly coordination with eIT PMO Government LIMS Product Lead

    • Invoices submitted within 60 calendar days of work completion.

    • Maintain and share weekly a burndown chart of the budget, organized by CLIN.

    • Provide weekly status updates on all active Microsoft Project schedules to eIT PMO LIMS Product Lead.

    • Provide weekly status of all development including tracked work, upcoming tasks, bugs, and scope of current projects with LIMS Product Lead.

    • Attend and provide input to a weekly status meeting with the eIT PMO LIMS Product lead to discuss status of risks, concerns, and issues (new or existing), and quality problems.

    • Lead and coordinate Lessons Learned meetings and help integrate continuous improvements into team work and team dynamics.

    • Guide the teams on best practices for agile programming, efficient sprints and roll outs.

    • Provide monthly user status on Licenses.

    • Coordinate/Assimilate any third party meetings with partnering vendors.





Business Analysis




  • Gather and document requirements within 10 business days of requirement meeting.

  • Review requirements with customers after they are authored to assure acceptance and understanding by user.

  • Follow government procedure and represent government processes during all meetings when communicating with customer.

  • Troubleshoot Help Desk Tickets and user issues. Initial response to the customer must be within one business day.

  • Attend Scrum meetings at least twice a week with eIT PMO team.

  • Perform User Acceptance Testing with users (onsite with users is preferred).

  • Perform System Training and Go-Live with users (onsite with users is preferred).

  • Perform demos to eIT PMO and to LIMS customers.



Quality Assurance / Testing




  • Coordinate with eIT PMO to author Test Scripts for the following:

    • Unit testing

    • Regression testing

    • User testing

    • Smoke testing

    • Integration testing

    • System testing

    • Departmental Security testing

    • Acceptance Testing



  • Dry run test scripts (executed by different tester than author).

  • Business Analyst and Developer must verify that all test scripts are correct per development and requirements prior to delivery to eIT PMO.

  • Test scripts must be delivered in MS Excel format.

  • Ensure the development environment is configured identically to the validated environments



Training




  • Author Training materials – written, videos, in person.

  • Train users in person and via alternative methods – videos, job aids, Teams meetings.

  • Coordinate/Assimilate/Disseminate any third-party training materials with partnering vendors.






Technical Support




  • Utilize work tracking ticketing system and follow Project Manager’s guidance for priority of development.

  • Develop builds for implementing new labs into LIMS.

  • Develop builds for implementing sustainment changes into LIMS.

  • Builds are delivered with no impacts to preceding cumulative configurations.

  • Builds are delivered with no impacts to departmental security that has been previously configured.

  • Track and develop multiple baselines concurrently.



Requirements




  • The Contractor shall work collaboratively onsite, if possible, or remotely with the eIT PMO to conduct Customer Configuration Workshops to capture and develop specifications to ensure the LIMS is configured to meet the customers’ needs.

  • Author Functional Requirement Specifications after any requirement gathering within 10 business days of requirement meeting (including flowcharts, diagrams, screenshots to help user understand).

  • Author User Requirement Specifications after any requirement gathering within 10 business days of requirement meeting (including flowcharts, diagrams, screenshots to help user understand) URS.

  • Author Departmental Security requirements to assure that departmentally secure items are not seen by other departments.



Reports




  • The Contractor shall provide remote support for developing reports within the Jasper Reports Engine and iReports Designer as requested by the customer.

  • The Contractor shall provide remote support for developing dashboards as requested by the customer (including eIT PMO dashboards).



Data Migration




  • The contractor shall support the import of legacy data into the LIMS system including standardizing/fixing data before the import.

  • Migrated data shall be protected by departmental security and follow PHI/PII regulations when it is migrated into LIMS.





Printing




  • The contractor shall provide label printer configuration as requested by the customer.

  • The contractor shall provide support/training to the individual labs to help onsite configuration of barcode labels and printers for use with LIMS.





Devices




  • The contractor shall provide instrument integrations support to include bi-directional integrations.

  • The contractor shall configure SDMS connections for devices in the labs to communicate with LIMS.

  • The contractor shall ensure that when device data is added to LIMS it is added with appropriate departmental security applied.





Software Interfaces



The contractor shall provide API and other software communication interfaces with LIMS while ensuring Departmental Security and DoD cybersecurity.



The Government reserves the right to decide whether a small business set-aside is appropriate based on your response to this notice.



If the information provided contains propriety information, such information must be identified with appropriate disclaimers.



At a minimum, the following additional information is requested: (1) Capability Statement; (2) Company Cage Code, DUNS, SAM registered, name, address, point of contact and their telephone number and e-mail address; (3) Approximate annual gross revenue; (4) Any small business status (8(a), HUB Zone, veteran-owned, women-owned, etc.); and (5) Indicate which NAICS code(s) your company usually performs under for Government contracts.

A response to this RFI must be provided no later than (NLT) 13 December 2024 at 12:00pm Eastern Time. No extensions will be granted. THIS IS NOT A SOLICITATION ANNOUNCEMENT OR REQUEST FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT.
