Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract for services VTS Membership Licenses one year proactively source and Recruit Talent and supplement current operations. This requirement is for commercial items/services as defined in FAR 12.101 and will be prepared in accordance with the information.
The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source, RVET-Operating LLC, under the authority of FAR 12.2, as supplemented with the additional information included in the notice.
The proposed contract action is for commercial services for which the Government intends to solicit and negotiate with only one source, REVT-Operating LLC, under the authority of FAR 12.2. This is for the Norfolk Naval Shipyard (NNSY) Strategic Talent Acquisition branch. The North American Industry Classification Standard (NAICS) code applicable to this procurement is 513210. The small business size standard is $47,000,000. The Product Service Code is DA10.
The period of performance for this acquisition is anticipated to begin 23 March 2026 and end 22 March 2027.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than March 12, at 10:00AM EST via email to Sheila Anderson, Purchasing Agent at Sheila.y.anderson.5civ@us.navy.mil.
All responsible sources may submit a response which shall be considered by the Government. By submitting a response, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the response. By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make an offeror ineligible for award. Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://Sam.gov.
