SECTION I: INTRODUCTION
A. Purpose of Invitation to Bid
The Gwinnett County Board of Commissioners, through the Department of Financial Services, requests
sealed bids to provide armored courier services to the County in accordance with the terms, conditions,
and specifications contained in this invitation. Gwinnett County intends to award by section or by overall
low. Service providers may bid on one or both sections.
Information regarding general requirements and volume estimates are included in this invitation. General
requirements and volume estimates should be used as a basis for all responses. Responders should
submit bids that conform directly to the baseline service requirements. Respondents are encouraged to
submit clear and concise responses, and excessive length or extraneous information is discouraged. To
ensure our ability to evaluate and choose a successful service provider for this project, respondents are
encouraged to be responsive to the specific range of issues requested in this solicitation. Submission of
excessive "boiler plate" information, including sales brochures, is discouraged. Responders should not
submit website links in lieu of written responses. Website links and any information contained within may
not be reviewed or considered by Gwinnett County. Do not include marketing, product, or other materials
in your submission. Service providers failing to follow instructions may be deemed non-responsive.
B. Armored Courier Service Overview
Departments and offices currently receiving armored courier services are shown in the Bid Schedule. Bid
schedule section A outlines secured locations where firearms are required to be locked up before
entering. Bid schedule section B lists all the other locations where firearms can remain on the guard.
Other departments and offices may maintain armored courier service agreements with other service
providers outside of the scope of the Proposal.
The current contract with Brinks, Inc. expires December 31, 2026. As of September 1, 2026, Gwinnett
County has a total of 39 pickup locations throughout the County. The County reserves the right to add,
delete, relocate, consolidate, or modify pickup locations and service schedules at a mutually agreeable
and comparable rate throughout the life of the contract without affecting the remaining terms and
conditions of the agreement.
C. Other Armored Courier Service Information
All pickups and deliveries are to be completed as scheduled and delivered to the appropriate financial
institution no later than next business day, unless otherwise noted.

pickup should be reported to the Treasury Division no later than the next business day. Invoice credits for
missed pickups should be automatically applied to the monthly invoice without requiring a request from
Gwinnett County. Monthly invoices should identify each missed pickup and credit amount. Reason for
missed service should be provided upon request.
Armored vehicles will park in designated areas during pickups and deliveries so as not to create a safety
hazard for Gwinnett County employees, citizens, pedestrians, or armored staff.
Various County facilities are designated as secure facilities. Personnel entering these facilities will
comply with all County security procedures. Where required, all firearms and ammunition shall be secured
in approved weapon storage lockers or security checkpoints before entering the facility. Failure to comply
