Summary

The purpose of this Invitation to Bid is to secure a pool of qualified vendors to collect ferrous and non-ferrous scrap metal generated by the City of Seattle. The City generates scrap metal at its Recycling and Disposal Stations, through Seattle Public Utilities’ Special Item Pickup program, and through ongoing operations at multiple departments and facilities. Scrap metal may include both ferrous and non-ferrous materials.

The City requires on-call removal services using vendor-provided containers placed at various departmental facilities, in addition to the ability to routinely drop-off scrap metal at the vendor’s location. The vendor must provide clean, leak-proof, covered units in multiple sizes, pick up filled containers within required timeframes, and manage material in compliance with federal, state, and local regulations. The City seeks vendors who can support reliable collection, ensure safe handling and storage of materials, provide transparent, and provide market-based reimbursement to the City through certified weight tickets and monthly reporting. These contracts will help the City maximize recycling value and reduce waste.

Seattle Public Utilities (SPU) will be the primary users of the resulting contract, though other City departments may also utilize the contract as needed. The City previously held an Iron and Metal Recycling contract with Seattle Iron and Metals Corp (Blanket Contract #2218). The City is seeking to establish new contracts to continue providing Iron and Metal Recycling Services. The City anticipates receiving payment of approximately $175,000 for recycling of ferrous and non-ferrous materials.
