Description: The New York State Office of Information Technology (ITS) is announcing a Discretionary Procurement for qualified entities that can provide the consulting services described in the attached solicitation document. ITS is seeking the assistance of a highly skilled consultant(s) with experience and proven success in the migration of legacy PowerBuilder / EAServer applications to Appeon PowerBuilder and a Microsoft based web service middleware.
This opportunity is authorized under Section 163 of State Finance Law as a Discretionary Purchase. ITS intends to contract pursuant to its discretionary purchasing authority under State Finance Law Section 163(6), which authorizes purchases without a formal competitive process in certain circumstances. This opportunity is limited to purchases up to the Discretionary Buying Threshold from respondent organizations qualified as:
The Workers’ Compensation Board (WCB) is carrying out a large-scale modernization of many core application systems. ITS is the WCB’s information technology service provider and key partner in delivering enterprise-wide transformations. The modernization effort and associated software delivery will occur incrementally as part of the OnBoard program. The OnBoard program roadmap will consist of multiple, discrete projects, which will cumulatively result in the full implementation of a final WCB enterprise-wide software solution hosted on Azure, as well as the sunsetting of all legacy systems. The services in this solicitation pertain to Insurance Compliance (IC2), one of the WCB’s mission-critical systems. IC2 was developed with a distributed architecture using PowerBuilder (PB) 10.5 for the front-end application, EAServer 5.5.0 a middleware transaction processing server leveraging the Cynergy Systems’ Enterprise Application Framework (EAF) using CORBA calls, and SAP Adaptive Server Enterprise 16 for the database back-end. *PLEASE SEE REMAINING INFORMATION AND SCOPE OF WORK IN THE ATTACHMENTS* Due Date: 10/21/2024 4:00 PMContract Term: 1 Year (est.)
