Pierce County Human Services (PCHS) is seeking organizations to provide Inclement Weather Response throughout Pierce County in coordination with the PCHS Department, Pierce County Emergency Management, and other municipalities as appropriate, and in accordance with the Pierce County Inclement Weather Response Plan, Attachment D, below. This project will provide a safe and dignified environment where individuals can find respite from harsh weather conditions, avoiding exposure to cold, rain, snow, excessive heat, and poor air quality. It will also supply essential survival items during inclement weather and while staying in severe weather shelters. PCHS expects the program to be person-centered, equitable, and inclusive, ensuring better outcomes for all individuals.
Pierce County often experiences extended periods of cold and wet weather, as well as episodes of poor air quality and dangerously high summer heat. These extreme conditions significantly threaten the health and safety of individuals experiencing homelessness, who are frequently exposed to the elements without proper shelter. Prolonged exposure to such harsh environments, combined with inadequate clothing and supplies, increases the risk of severe weather-related health issues and fatalities. Additionally, the high prevalence of underlying medical and mental health conditions within this population further exacerbates their vulnerability to these hazards.
