Description

NASA Langley Research Center (LaRC) has a requirement to obtain OEM diagnosis and recommended repair of the HSRL-2 GOLD Laser Electronics Unit.



The procurement includes labor for diagnosis, receiving/offloading of Government Furnished Equipment (GFE), and documentation. The SOW specifications are intended for a commercial labor hours order. NASA will furnish the laser and laser support components FOB to the Contractor as GFE.



The Contractor shall perform an assessment of the GOLD laser unit and diagnose the failed electrical subsystems. Upon completion of diagnosis, the Contractor shall deliver a report of findings to NASA. The report shall include a formal quote for repair of the laser unit.



NASA Langley Research Center (LaRC) intends to issue a sole source contract to Fibertek Inc, 13605 Dulles Technology Dr, Herndon, VA. The services are being acquired under the authority of 41 U.S.C. 1901 and in accordance with FAR 13.5 procedures.



It has been determined that Fibertek is the most advantageous provider for diagnosis and repair of the GOLD laser. Fibertek offers a unique capability to meet the requirements of the SOW. Fibertek is the original equipment manufacturer (OEM) of the GOLD laser. NASA originally commissioned Fibertek to produce the laser as a custom, high-power, pulsed laser built to NASA’s specifications for atmospheric ozone profiling within the second generation High Spectral Resolution Lidar (HSRL-2) and Differential Absorption Lidar with HSRL capability (DIAL-HSRL) instrument. Fibertek custom designed, developed, aligned, and tested the pulsed GOLD laser to NASA’s unique specifications at time of purchase. Therefore, Fibertek is the most reasonably responsible Vendor capable of providing the custom diagnosis of the failed laser.



Fibertek is also the most advantageous source for implementing the required component level replacements and subsystem optimizations necessary to restoring the laser to the custom operating level that NASA requires. The GOLD laser has a one-of-a-kind custom designed control unit built by Fibertek. Repair by another Vendor is not indicated as an economical option.



Provision for this JOFOC is made under the statutory authority of 10 U.S.C. 2304(c)(1). FAR Part 13.5 procedures are used under the statutory authority of 10 USC 2304(g)(4) which requires NASA to follow 41 U.S.C.1901(e).



Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Michael Devine at michael.p.devine@nasa.gov not later than Thursday 20 MAR 2025 at 4:30pm EST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
