Signature of Contractor and Date
The following statements supersede & supplement the corresponding items in the specifications & drawings:
Sheets E-101 and E-102 have been added to the plans set and are hereby incorporated into the bid package and supersede those originally posted with the bid documents. The revised bid package can be found at: (https://publicfiles.dep.state.fl.us/DRP/BDC/BDC%20Public%20Files%20FY24-25/BDC55-24-25_Suwannee_River_-_Water_and_Wastewater_Upgrades/). Please contact the Bureau of Design and Construction’s Contracts Section at Logan.LeeMarple@FloridaDEP.gov with any questions.
1. Question: Who is officially certifying the tanks that remain on each of the septic systems for permit submittal on form 4015 pump out sheet? Is Lundy’s Septic certifying the tanks?
Answer: Lundy’s Septic has certified the tanks that are scheduled to remain. The Contractor designed by the BDC to perform this project work must pump out the tanks prior to construction of each septic system. If the structural integrity of existing septic tanks to-remain are in question, then the Contractor should notify the Engineer immediately.
2. Question: Who is completing the soil evaluations for each septic repair permit application, is the contractor providing this service?
Answer: No, the Contractor will not be providing soil evaluations.
3. Question: The inspection report by Florida Soil & Environmental Services specifies that the size of the existing campground drain field is 2275SF x 2 = 4550SF…..62-6 specifies that a repair drain field must be equal in size to the existing drain field. The design specifies 3600SF replacement drain field which is less than the 4550SF drain field required. Which size drain field should we bid the project based upon; 3600SF or 4550SF?
Answer: We are aware of a discrepancy showing 4,550 square feet – this was determined to be inaccurate. The actual size of the existing drainfield is based on the best available data which shows 23 trenches, 22 linear feet each, with two (2) cells, totaling 3,036 square feet. Therefore, the bid shall be for a 3600 square foot drainfield as indicated in the Drawings.
4. Question: The campground campsite drain field is shown to be installed as a mounded system. Mounds must have looped ends on the drain field laterals. This is not shown on the plans. How is this to be installed?
Answer: The “campground campsite” drainfield (low-pressure dosed) shall be installed as indicated in the Drawings. This drainfield shall not be looped. Please see Rule 62-6.014(3) for clarity.
5. Question: The plans specify C-4 septic tanks for all tanks including the residential residence tanks and pump tanks?
Answer: Yes, please provide C-4 rated tanks for all new tanks.
6. Question: What is the back pressure squirt height for the low pressure drain field and the pump performance requirements flow and head?
Answer: Based on the pump curve, Barnes, Model No.: SEV412, specified for the low-pressure dosed system, shown on Sheet C501 in the Drawings, the theoretical operating point is estimated at approximately 21 feet of head at a flow rate of 27 gallons per minute. Assuming the use of hydraulic indexing valves such that each lateral is pressurized individually, the back pressure squirt height may be field adjusted to fall within acceptable ranges per the pump selected.
7. Question: Shall the pumps be placed on cinder blocks in the bottom of the pump tanks?
Answer: Yes, each pump within the tanks shall be placed on a concrete block.
8. Question: Is a timer control panel with duplexity features needed on the campground low pressure drain field pump tank? What are the timer settings?
Answer: The normal pumping operation is best described as a “Demand System,” which shall utilize the manufacturer provided pumping differential which set at 9 inches. Although, the pumps for the low-pressure dosing system should be equipped with an alternator.
If manufacturers provided controls were to be supplied to include pump Timer OFF and ON features, the timing may be set to allow (2) minutes ON and eight (8) minutes The hydraulic indexing valve should ensure each lateral is dosed individually. However, the pumping differential (float switches) shall be primary and shall override any pump timer settings.
The pump specified in the Drawings is a Barnes-EHV412-SEV412. The Contractor must submit manufacturer cutsheets of equivalent pump models/manufactures to Engineer for approval.
9. Question: The 3000-gallon pump tank on C-501 shows two compartments. Pump tanks must be single compartment by 62-6 code. What shall we bid on?
Answer: We are not aware of the Rule that states that the 3000-gallon pump tank must be single compartment tank. Since this configuration has been approved by the Health Department, please bid on the dual compartment tank as shown in the Drawings.
10. Question: Low Pressure drain field needs filter fabric over the drain field, can we cover the chambers with filter fabric on all of the drain field for the project?
Answer: Yes, please install filter fabric over the top of drain field chambers.
11. Question: There appears to be electrical panels disconnected at the existing pump station for the campground sites. Are we responsible to improve anything with the electrical in that area?
Answer: The Contractor will be responsible for the items indicated in the Electrical Drawings, please find Sheets E-101 and E-102.
12. Question: Is the campground restroom septic system separate from the campsite septic system?
Answer: No, the campground bathhouse is not separate from the campsite septic system.
13. Question: What is the quantity of sewage flow generated from the pump station in the flow design calculations?
Answer: The quantity of sewage flow generated is 2,700 gallons per day.
14. Question: What type of seed is to be used on the mound with the hay mulch for stabilization?
Answer: All disturbed areas shall be revegetated by seeding. the following list of seeds are acceptable:
Indian Woodoats, Chasmanthium Latifolium
Any proposed alternatives will need to be reviewed by Anne Barkdoll, environmental specialist II, FDEP, Division of Recreation and Parks (Anne.Barkdoll@floridadep.gov) and approved by the BDC project manager.
15. Question: Can we use private inspectors for the septic system installations?
Answer: Yes, private inspectors for the septic system installations will be allowed as specified by Rule. The designated septic Contractor must also coordinate with the Engineer such that he is onsite during open pit conditions.
16. Question: “Builder’s Risk Coverage”: is this insurance required on this project since there is no building structures for this job.
Answer: The Builder’s Risk Insurance Coverage is required.
17. Question: The inspection report on page 10 of the Florida Soil & Environmental Services for the main campground identifies a 3200-gallon septic tank, 2000-gallon pump tank, 3000-gallon overflow tank to wet well. Is one of those tanks servicing the campground bath house septic system?
Answer: The combination of all 3 of these tanks service the campground bathhouse and campsites.
18. Question: Where is the existing septic tank, pump tank and drain field for the campground bath house?
Answer: From what we understand, the campground bathhouse sewage flows into the sanitary sewer gravity network which discharges into the existing lift station.
19. Question: Does the abandonment of the existing pump station septic tank must be removed or just crushed & filled in place?
Answer: No, there is no work to be performed at the main campground pump station.
