Project Description: ASHLEY BOROUGH 49 WEST CEMETERY STREET ASHLEY, PA 18706 ASHLEY BOROUGH REHABILITATION OF SOLOMON CREEK INTERCEPTOR ASHLEY BOROUGH AND HANOVER TWP., LUZERNE COUNTY, PA ADVERTISEMENT FOR BIDS Sealed Bids for the construction of the ASHLEY BOROUGH REHABILITATION OF SOLOMON CREEK INTERCEPTOR will be received online via the PennBid Program, by ASHLEY BOROUGH, until 2:00 P.M. local time on November 7th, 2024, at which time at which time the bids will be electronically publicly opened at the Ashley Borough Building, 49 W. Cemetery Street Ashley, Pa and publicly read aloud and tabulated, shortly after which a notice will be posted on PennBid containing the bid results. The Project generally consists of Upgrades to Ashley/Hanover Solomon Creek Sewer Interceptor, including: the cleaning, televising, and lining of approximately 914 linear feet of an existing 39-inch and 27-inch sewer interceptor; cleaning and televising of approximately 9,300 feet of sewer interceptor ranging from 39-inch to 8-inch diameter; raising and repairing approximately 29 sewer manholes to grade; and spot repairs of damaged 27-inch and 24-inch sewer pipes in approximately 7 locations. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis with alternate bids as indicated in the Bid Form. All bidding documents are available at no cost at https://pennbid.bonfirehub.com. A PRE-BID CONFERENCE will be held at 2:00 PM on October 21, 2024 at the Ashley Municipal Building 49 W. Cemetery Street Ashley, Pa. Attendance at the pre-bid conference is MANDATORY. Bid security shall be furnished in accordance with the Instructions to Bidders. The successful bidder will be required to provide a Performance Bond and a Labor and Material Payment Bond, each in an amount at least equal to the Contract Price. The following wage rate requirements are applicable to this contract: PA PREVAILING WAGES. Bidder must ensure that employees and applicants for employment are not discriminated against because of their race, religion, color, disability, national origin, familial status, age or sex. The Labor Standards, Wage Determination and Anti-Kickback regulations (29 CFR, Part 3) issued by the Secretary of Labor are included in the contract documents of this project and govern all work under the contracts. Non-discrimination in Employment—Bidders on this work will be required to comply with the President’s Executive Order 11246 and will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. In addition to EEO Executive Order 11246, Contractors must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in the aggregate on-site construction work force for contracts in excess of $10,000 as per the notice of requirement for affirmation action as contained in the contract documents. Attention is called to Section 3 of the Housing and Urban Development Act of 1968, 12 USC 179 LU and the Section 3 clause and regulations set forth in 24 CFR, Part 135. In compliance with Executive Order 11625 and 12138, the successful bidder must utilize to the greatest extent feasible, minority and/or women-owned businesses located in the municipality, county or general trade area.
