Stillwater Water Treatment Plant

SUA WTP Chemicals Project: Phase 1 Lime Improvements

Project 23WT04

SUA Bid No. 20-2024

DWSRF Project No. P40-1021220-05

Cost Estimate Phase 1: $6.8 Million

Scope of work to primarily include the following for Phase 1:

Installation of a new lime feed system and silo procured from RDP Technologies.

Modifications at the SCU walkways and platforms to accommodate the lime feed loop and dosing stations.

Sitework, electrical, and ancillary items associated with the installation of the lime feed system.

** IMPORTANT ** The Stillwater Utilities Authority will utilize a two-step bidding process to select a successful bidder for this project.

Step 1: PREQUALIFICATION REQUIRED – Prospective bidders must complete and submit a Statement of Qualifications for all work to be performed for the project. This includes identifying and submitting qualifications for proposed subcontractors to be used to complete portions of the work identified in Instructions to Bidders. Statements of Qualifications must be received by the Office of the City Clerk no later than 3:00 PM on Wednesday, July 31, 2024, electronically through https://stillwater.ionwave.net . Late submissions will not be accepted. PREQUALIFICATION IS REQUIRED TO SUBMIT A BID FOR THIS PROJECT. Bids received from prospective bidders that are not prequalified will not be accepted and will be returned unopened.

STEP 1: PREQUALIFICATION IS COMPLETE AND PREQUALIFIED BIDDERS HAVE BEEN NOTIFIED ON OR BEFORE AUGUST 7, 2024.

Step 2: PREQUALIFIED BIDDERS SUBMIT A BID – Prospective bidders that have been deemed qualified must complete and submit a bid in accordance with the bidding requirements.

BIDDERS ARE REQUIRED TO SUBMIT BIDS FOR BOTH PHASE 1 AND PHASE 2 WORK AS OUTLINED IN THE BID FORM. BIDS SUBMITTED FOR ONLY A SINGLE PHASE WILL BE DEEMED NONRESPONSIVE.

Bids will be received electronically only through https://stillwater.ionwave.net u ntil 3:00 PM on Wednesday, November 13, 2024. Bids shall be opened and read aloud at the above stated time for receipt of bids. Bid opening will occur in Room 1112 “B” of the Municipal Building, 723 South Lewis, Stillwater, Oklahoma, 74074.

Bids shall be submitted as stated in the Instructions to Bidders.

Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same.

Bids will be referred to city staff for evaluation. The SUA may award to the "lowest and best responsible bidder". The SUA reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids.

Each bidder is required to submit with their bid a guarantee in the form of an acceptable bidder's bond, a certified check, or a cashier's check on a solvent bank in the state of Oklahoma, and in the amount of not less than five percent (5%) of the amount bid. The successful bidder shall execute a contract within 14 days of Notice of Award by the SUA.

The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract.

Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma.

The SUA may issue addenda as may be necessary in the best interest of the public and the City of Stillwater. Addenda may amend the date and/or time for receipt of bids or any specification, item, document, or requirement in the Bidding Documents upon notice to all prospective bidders who signed the sign-in sheet at the Pre-Bid Conference.

This project is to be financed by a loan from the Oklahoma Water Resources Board through the Department of Environmental Quality Drinking Water State Revolving Fund (DWSRF) and shall be referred to as DWSRF Project No. P40-1021220-05.

D. “Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and sub-contractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. E. “American Iron and Steel provisions also apply to projects funded directly by or assisted in whole or in part by and through the Federal Government pursuant to the Safe Drinking Water Act, Section 1452(a)(4), required that all iron and steel products used for a project for the construction, alteration, maintenance or repair of a public water system are produced in the United States.”

F. System for Award Management (SAM) registration is required for all DWSRF program applicants and Awardees (Entities, prime contractors, subcontractors, vendors) in order to be awarded contracts by the DWSRF program. SAM replaces Central Contractor Registration/Federal Agency Registration, Online Representations and Certifications Application, and Excluded Parties List System. Applicants and awardees are required to complete a one-time free registration to provide basin information relevant to procurement and financial transactions. New Applicants and awardees please go to Sam.gov to complete the registration process.

Note: In order to register in SAM, a Unique Entity Identification (UEI) number will be required. A UEI is a 12-character (alpha-numeric) code that uniquely identifies all entities. Scope of work to primarily include the following for Phase 2:

Modifications to existing chlorine feed storage and feed system, monorail structure, and wall within Chemical Building 01.

Demolition and decommissioning of existing aqueous ammonia storage and feed system.

Construction of Chemical Building 02 with sodium hydroxide, sodium hexametaphosphate, and liquid ammonium sulfate chemical storage and feed systems along with associated mechanical and electrical rooms.

Construction of Booster Pump Building including skidded booster pumps for use in lime, carbon dioxide, and chlorine chemical feed systems as well as a skidded fire booster pump to serve Chemical Building 01.

Demolition and decommissioning of existing gaseous carbon dioxide storage and feed system.

Installation of new pressurized solution feed carbon dioxide system and storage tank.

Modifications to existing ozone system including new supplemental air system, new cooling water system, new ozone destruct units, and modifications to existing ozone generation system power and control.
