Summary


The Ohio Attorney General’s Office (“AGO”) is pleased to release this Request for Proposals (“RFP”) for the selection of a supplier to provide an offender management system to track and monitor individuals convicted of arson, violent, child victim, and sex crimes. The proposed system must comply with all regulations and mandates of both federal and state of Ohio laws and must ingest and transform all offender data managed and maintained by the AGO.

The Schedule of Events and Deadlines been amended and extended.

The Ohio Attorney General’s Office (“AGO”) has received a number of inquiries regarding this solicitation. While we work internally to prepare responses, we want to inform interested vendors that responses provided to the inquiries submitted will focus on clarification and not consultation . Answers provided will hopefully clarify ambiguities in the RFP document, correct errors, or confirm specific parameters. Questions that ask for agency preferences, elicit specific AGO strategies, or information deemed not necessary for proposal response will not be formally addressed.

The AGO has issued this results-oriented RFP for the selection of a supplier to provide an offender management system to track and monitor individuals convicted of arson, violent, child victim, and sex crimes. The RFP emphasizes outcomes and collaboration over prescriptive technical specifications. Rather than defining every system reporting timeline or audit requirement in advance, the RFP outlines overarching goals – such as ensuring transparency, accountability, and compliance – that will guide the development of these elements in partnership with the selected vendor.

As noted in the RFP:

“The AGO acknowledges that achieving these goals will require collaboration and will not rest solely on the selected offeror. Rather, they are provided to clarify the overarching purpose of this procurement and to guide joint efforts toward success.”

Vendors are encouraged to propose reporting and audit strategies that reflect their expertise and align with the AGO’s stated goals. Final reporting timelines, audit protocols, and performance expectations will be negotiated during contract development with the selected offeror.

Again, the AGO has avoided prescriptive specifications so as not to discourage vendors from providing creative and effective solutions.

This approach follows best practices in results-driven procurement , where the AGO’s focus is on selecting a partner who can help define and deliver measurable, meaningful outcomes, rather than limiting innovation by prescribing inputs.

SECTION 1.0 INTRODUCTION
The Ohio Attorney General’s Office (“AGO”) is pleased to release this Request for Proposals (“RFP”) for the
selection of a supplier to provide an offender management system to track and monitor individuals
convicted of arson, violent, child victim, and sex crimes. The proposed system must comply with all
regulations and mandates of both federal and state of Ohio laws and must ingest and transform all offender
data managed and maintained by the AGO.
Ohio Attorney General Dave Yost is an elected official who is the Chief Law Officer for the State of Ohio and
its agencies, boards and commissions, pursuant to Ohio Revised Code Chapter 1091. The office consists of
about 1,600 employees in nearly 40 distinct sections that advocate for consumers and victims of crime,
assist the criminal justice community, provide legal counsel for state offices and agencies, and enforce
certain state laws.
1.1. Background
The Bureau of Criminal Investigation (“BCI”), a division of the AGO, serves as Ohio’s crime laboratory and
criminal records repository, offering expert and impartial services to local, state, and federal law
enforcement agencies.
BCI manages the Ohio Law Enforcement Gateway (“OHLEG”). OHLEG is a secure, web-based platform that
enables criminal justice agencies to collaborate, solve cases, and prevent crime. OHLEG provides
applications, resources and data sources in a single, free investigative tool. BCI staff provide support to
officials and respond to public inquiries related to OHLEG.
In partnership with its current offender management software vendor, BCI operates and maintains a public
facing offender registry website. This site allows the general public to search for individuals subject to public
notification, submit anonymous tips, and opt in to receive notifications.
1.2. Business Challenge
The AGO currently operates an offender registry in partnership with an existing provider. Through this RFP,
the AGO seeks to explore opportunities for enhancement and expanded capabilities by evaluating all
available options in the marketplace.
The primary challenge is to maintain – or exceed – the current levels of reliability, usability, security, and
support. If a transition to a new provider is pursued, it will be essential to ensure uninterrupted service,
protect data integrity, uphold statutory compliance, and minimize disruption to law enforcement operations
or public access.
The current system meets the operational requirements, supporting compliance with applicable laws,
enabling law enforcement and public safety objectives and providing reliable access to offender data for
both law enforcement agencies and the public.
