Project Description: The Delaware County Solid Waste Authority- Rolling Hills Landfill (DCSWA) is hereby requesting proposals for sampling and analysis of groundwater wells, leachate sumps and various surface water locations at the Rolling Hills Landfill facility in accordance with PADEP landfill permit #100345. Sample pickup and analytical services are also required for samples related to the Facility’s NPDES Permit No. PA 0040860.
The Delaware County Solid Waste Authority- Rolling Hills Landfill (DCSWA) owns and operates a 175- acre landfill facility known as the Rolling Hills Landfill that is located in Earl Township, Berks County. Rolling Hills Landfill has been issued a number of regulatory permits that require sampling and analysis of waters and leachates at the facility in order to stay in compliance with those permits. The sampling locations, required frequencies and parameters required for analysis for this contract will be found in Section I.
The length of the contract will be two years, for calendar years 2025 – 2026. The additional year may be exercised as a one-year contract extension, at the sole discretion of the Authority. Unit costs should be inserted on the attached cost tables included in Section II. Laboratories shall submit costs for all sections of the listed work. Costs for only portions of a specific section of work will not be accepted. Submission of a completed cost form for any section signifies the Laboratory’s willingness to enter a Contract for that section alone at the prices offered.
Each proposal shall include a list of the Laboratory’s projects within the past 5 years of a similar nature for municipal waste landfills, focusing primarily on
clients in Pennsylvania. Key personnel should be identified, and their résumés should be provided.
The Authority's selection committee will review all proposals. Proposals will be evaluated on the basis of qualifications, cost and availability.
Proposal shall be received online via The PennBid Program up until 2pm Local Time, Friday January 31, 2025. The complete bidding documents are available at no cost on Penn Bid (www.pennnbid.net). No late bids will be accepted.

The selected laboratory will be expected to enter into an agreement with the Authority for the requested work.
