Overview
Background
Ohio’s Integrated Model Curriculum is designed to create a cohesive learning experience that
blends English language arts (ELA), social studies, and civics education for kindergarten –
grade 8. Rooted in the use of high-quality instructional materials (HQIM), the Integrated Model
Curriculum aims to deepen student understanding by integrating disciplinary content and
skills into ELA instruction. It emphasizes Ohio-specific content aligned with the state’s
Learning Standards for Social Studies and Learning Standards for English Language Arts,
supporting educators through curated instructional resources, an instructional model, and
assessment tools.
JUSTIFICATION
The Governor’s biennial budget, House Bill 96, includes funding to support the development
and implementation of an integrated model curriculum that includes English Language Arts,
Social Studies, and Civics education. The model curriculum shall include support for content,
instruction, and assessment.
OBJECTIVE
The Ohio Department of Education and Workforce (DEW) is seeking a qualified Offeror to
design a 5-module curriculum-based professional learning series on using the Integrated
Model Curriculum materials within the scope and sequence of DEW approved core curriculum
and instructional materials in ELA and deliver professional learning modules as recorded
webinars that:
• Support implementation and local adaptation of the Integrated Model Curriculum
• Provide sustainable learning through incorporation of the five professional learning
modules into Ohio’s Learning Management System (LMS)

Proposals and supporting documentation must be submitted via OhioBuys for consideration. Please
note that links within proposals may not be accessible to reviewers.

Special Provisions
Subcontractors. If an Offeror chooses to incorporate subcontracting to supplement completion of the
scope of work, an agreement between the offeror and subcontractor must be included in the Offeror’s
submission or prior to contract award.
Accessibility Requirements. Any content (e.g., PowerPoint slide decks, training modules, guidance
documents, etc.) developed (or existing content updated) by the selected Offeror pertaining to the
scope of work must be done so to ensure compliance with Section 508 of the Rehabilitation Act, 29
USC 794(d).
Travel. Any items within the scope of work that may require travel must have this expense
incorporated into the associated deliverable and will not be reimbursed.
Agency Special Conditions. The Department reserves the right to add additional terms to the
contract after award, if the Department determines doing so is for the purpose of meeting obligations
under state or federal law.

Preferences.
The Department will apply all preferences pursuant to A.C. § 123:5-1-06. Preferences will only be
applied if there is at least one Offeror that does not qualify for that particular preference.

☐Audit element may be incorporated in the scope of work and subsequent deliverables. If so, a waiver
has been obtained from the Auditor of State. Pursuant to R.C. § 117.43(B) contracts that include
auditing or accounting services must receive a waiver from the Auditor of State.
