NOTICE INVITING PROPOSALS

NOTICE IS HEREBY GIVEN that the Lake Elsinore Unified School District, hereinafter referred to as
“District”, wishes to receive proposals prior to Wednesday, January 28, 2026, at 10:00 a.m., for:
LIT/DARK FIBER WIDE AREA NETWORK SERVICES - E‐RATE FUNDING YEAR 29 (2026‐2027)
RFP NO. 05-25/26
The District has twenty-four (24) schools and operational facilities, including the District Office, that are
currently connected by a fully managed private WAN connected via 10 Gbps connections provided by
Crown Castle. The District wishes to receive vendor proposals covering the terms described below:
Three (3) Year Contract with Two (2) One-Year Optional Extensions
You can obtain the RFP, Prequalification Documents, and Form 470 Documents from the District’s
Purchasing Services Department located at 1401 Education Way, Lake Elsinore, California, 92530.

Proposals must be delivered in sealed envelopes to Purchasing Services, located at 1401 Education Way,
Lake Elsinore, California, 92530, up to, but no later than Wednesday, January 28, 2026, at 10:00 a.m.,
at which time they will be opened and publicly read. Each envelope must be clearly marked on the front
with the RFP name, RFP number and closing time and date.
Requests for clarification shall be emailed (no phone calls will be accepted) to only the following persons:

Requests for clarification shall be filed by Monday, December 15, 2025, at 10:00 a.m.
The subject line must read “RFP NO. 05-25/26”. The responses will be provided in an addendum and posted
on the District’s website and on USAC’s EPC portal site.
There will be a MANDATORY PRE-BID SITE WALK on December 8, 2025, at 10:00 a.m. beginning
at the District Office (545 Chaney Street, Lake Elsinore, CA 92530), followed by site visits to an
Elementary School, Middle School, and High School hosted by the District’s IT Department.
If, in the event that there is a discrepancy in documentation posted in multiple locations, the controlling
(master) document will always be located at the District’s website.
Each proposal shall be in accordance with Scope of Project, instructions and information contained in the
proposal request package. In accordance with Public Contract Code 20118.2; Proposals will be reviewed
for responsiveness to specifications and cost.
The award will be made to the qualified proposers whose proposal meets the evaluation standards and is
most advantageous to the district with price and all other factors considered.

The Board of Trustees of the Lake Elsinore Unified School District reserves the right to accept or reject
any and all Proposals, to waive any irregularities in the Proposals or bidding, to be sole judge as to the
merit, quality and acceptability of materials proposed and its compliance to the specifications, and to not
necessarily accept the lowest bid of any offered if it be in the best interest of the District.
No bidder may withdraw their bid for a period of one hundred eighty (180) days after the date set for the
opening of Proposals. Refer to the Request for Proposal documents for additional information, terms and
conditions. The complete Request for Proposal documents and terms and conditions are considered one
complete component and cannot be altered in any way.
