Solicitation Summary
A. The purpose of this solicitation is to procure the best value for the City of Baltimore (City)
in accordance with specifications and documents herein for acquiring Licensed Residential
Services Agencies in the State of Maryland to provide Aides to service elderly clients in their
homes. Services shall be personal care services with light housekeeping and homemaker services
(chore). Contractors must offer each area of services. Personal Care Services will include, but not
limited to, care associated with daily living such as bathing, toileting, dressing, transferring,
grooming, light housekeeping, where the client spends the majority of their time, etc. Chore
Services will include, but not be limited to, cleaning, dusting, vacuuming, damp mopping, laundry,
cleaning the refrigerator interior and exterior, wiping down and inside the oven, wiping inside the
window, meal preparation, etc.
B. The Contractor shall provide and pay for all labor, materials, vehicles, parts, equipment,
time travel, lodging, delivery, employee payroll and benefits, and all other supplies and services
necessary for and reasonably incidental to furnishing the products or services specified herein,
except where otherwise specified as being the responsibility of the City.

Additional Instructions
A. For Personal Care - Total contract services are estimated at 20,208 hours annually and
approximately 65 clients over a one-year period among multiple Contractors.
B. For Housekeeping Services - Total contract services are estimated at 7,700 hours with
approximately fifteen clients each.
C. Aides may be scheduled for any day of the week, which includes weekends.
D. Aides will be available in a minimum time segment of two hours and a maximum time
segment of eight (8) hours.
E. E. Aides will not be scheduled every day for every patient.
F. F. Hours and client list will be given to the Agency, and each Residential Service Agency
will schedule and assign their own aides.

Pre-Bid Conference Details
A. There will be a non-mandatory Pre-Bid Conference and/or Site Visit. 1. Date: Tuesday, July 28, 2026 2. Time: 10:00 A.M. 3. Virtual B. This will be an MS Teams online video conference. Interested firms may send an email to othniel.davies@baltimorecity.gov with the Subject Line “Personal Care and Homemaker Services for Senior Care Clients, 07/28/2026, JOIN THE MEETING”. C. The cutoff date and time for accepting emails for the Pre-Bid is Friday, 07/24/2026, at 4:00 p.m. local time. D. Failure to attend will in no way relieve the Proposer from fulfilling any/all of the requirements, terms, and conditions of the solicitation/contract. E. The City is under no obligation to inform and/or report the results of the conference (eg: notes, minutes, etc.) to any Proposer attending or not attending the conference or arriving late, nor will the City provide such documentation. Proposers are advised to attend, to arrive on time and to take notes as they deem appropriate. F. It is requested that any and all questions known in advance, or requests to reconsider any of the terms, conditions, and specifications contained herein, be directed via e-mail to the Buyer noted on the front cover, to give the City an adequate opportunity to review the solicitation document and prepare a response to your questions. To the extent possible, all questions received in advance will be answered at the Pre-Proposal Conference. G. Verbal and written communications (except written addenda duly issued by the City) by any person(s) at the pre-proposal conference, or at any other time or place, will have no effect on nor otherwise change any term, condition or specification contained herein. Only written addenda duly issued by the City are recognized as amendments to this solicitation. H. If there is a need for sign language interpretation and/or other special accommodations, it is requested that at least five (5) days advance notice be provided
