The intent of this sources sought notice is to identify potential firms capable of performing construction services for the Federal Bureau of Investigation (FBI). This sources sought is intended to help the FBI understand the capability and interest in the market for a design-bid-build project, with a small subsection of delegated design/limited scope Design-Build to achieve maximum possible value of desired construction in addition to identified design-bid-build requirements. In addition, this project is anticipated to exceed the threshold specified in EO 14063, which will require the awarded firm to enter a Project Labor Agreement to the satisfaction of the requirements described in the Executive Order and FAR 22.504. The FBI seeks to ascertain to what extent this requirement will impact interest in the project, and if industry anticipates if this requirement will translate to an insignificant or substantial increase in project cost.
INDUSTRY DAY
The FBI is holding an industry day on October 29, 2024, this will be held on Redstone Arsenal, AL with a site visit to the PPV site. This will include a short presentation and overview of the project and time for industry feedback. The intent of the industry day is to aid the FBI in the market research phase of this procurement allowing for industry. Interest for the site visit shall be emailed to the contacts below by October 18, 2024, at 3:00pm cst. The email shall include the security forms attached to this notice. Contractors are allowed up to 4 attendees.
All responses shall be sent via email to Kaitlin B. Casey (kbcasey@fbi.gov), and Ezekiel Galyon (ecgalyon@fbi.gov). The subject line shall contain ‘15F06725S12000000001-Sources Sought Response – FBI PPV – [Company Name]’. Submissions must be received no later than 3:00 PM Central on 31 October 2024. Interest for the site visit shall be emailed to the contacts above by October 18, 2024, at 3:00pm CST. Submissions attempted to be transmitted through any other unspecified means such as physical mail or phone call will not be considered by the Government.
