The Canada Education Savings Program (CESP) at Employment and Social Development Canada (ESDC) has a requirement for Task Based Professional Services, one (1) Senior level Technical Writer and one (1) Senior level Business Analyst to work on the Canada Learning Bond (CLB) Automatic Enrolment project within the Canada Education Savings Program (CESP) during the project’s detailed/solution requirement development and technical design solution phase from date of Contract award to September 2026.

1.        Stream 2, Business Consulting/Change Management, Category 2.1: Business Analyst – Level 3 (Senior Level)

2.        Stream 3: Project Management Services, Category 3.10: Technical Writer - Level 3 (Senior Level)

This procurement is set aside from the international trade agreements under the provision each has for measures with respect to Indigenous peoples or for set-asides for small and minority businesses, only if two or more responsive bids are received from Indigenous businesses.

Further to Article 800 of the Canadian Free Trade Agreement (CFTA), CFTA does not apply to this procurement, only if two or more responsive bids are received from Indigenous businesses.
