    A. BACKGROUND

    The Monroe Township Board of Education is a Gloucester County based PreK-12 school district. It consists of four elementary schools, one middle school, one high school, and one administration building. The current enrollment is approximately 5,781 students with a current workforce of approximately 905 employees and a total budget of $141,277,119. Further information may be obtained by visiting the school district’s website at www.monroetwp.k12.nj.us.

    To be considered, the respondent must submit a response to this RFP addressing the criteria described in the technical specifications section as well as the submission of all required documents. Price quotations stated in the rate proposal will not be subject to any price increase from the date on which the proposal is opened for the term of the initial contract. Fees other than those stated in the rate proposal will not be allowed unless authorized by contract.

    Proposers are advised that for any specific matter the Monroe Township Board or Education may retain the services of another Attorney.

    B. SCOPE OF SERVICES

    • The Board of Education desires to appoint a firm who with the expertise in the provision of Financial Advisory Services. Applicants should demonstrate knowledge of municipal bond and finance law. Any experience or knowledge of matters that directly affect the Board of Education should be addressed.

    • Work with Board’s Bond Counsel in recommending size, structure and terms of debt issue.

    • Assist Bond Counsel in preparing text of an official statement as required. Official statement will include a description of the securities and pertinent financial information.

    • Manage bond sale process. Assist Bond Counsel and represent Board at opening public bond sale and make recommendations.

    • After sale, prepare actual debt service tables based on coupon rates.

    • Prior to bond sale, assist in representing the Board at information meetings as necessary. Assist the Board in closing the financing which includes assistance in selecting a bond printer.

    • Provision of continuing disclosure agent services.

    Qualifications and Requirements of Respondents:

    • Respondent’s firm shall have three or more licensed professionals on staff whose major focus and work has been and remains providing professional services to and advising public entities.

    • The firm shall have at least ten (10) years experience in representing public entities.

    • The Principal Office must be in New Jersey.

    • The firm shall designate one professional within the firm who will be assigned to represent the interest of the School District. This individual shall have been admitted and/or licensed in his/her professional and be in good standing.

    • Firm must provide a list of at least five (5) public school districts for which you have provided service concerning the issuance of bonds. References will be checked. Please provide the name of each school district a telephone number of a contact person.

    • The firm and individuals assigned to work with the School District shall be well versed in all aspects of the School District bond issuance.

    C. SELECTION CRITERIA

    The Board of Education will evaluate proposals using the following criteria:

    Qualifications of Staff

    Analysis of respondent’s personnel structure and proposed staffing; qualifications and experience of personnel

    Firm’s/Individual’s Experience/References

    History and experience with NJ public schools. Include references from at least five current public school clients

    Apparent Ability to Perform Services

    Provide availability of staff and other resources. Record of reliability and responsiveness to meet the services need of the district

    Cost Criteria – Fee Proposal

    Quality of Submission

    All areas will be evaluated individually.

    • Contractor/Vendor Questionnaire/Certification

    • Affirmative Action Questionnaire, Affidavit and Exhibit A

    • New Jersey Business Registration Certificate

    • Certificate of Employee Information Report

    • Disclosure of Investment Activities in Iran

    • Disclosure of Investment Activities in Russia or Belarus

    • Certification of Non-Debarment (Prior to award of contract)

    E. INTERVIEW

    The Board of Education reserves the right to interview any or all of the applicants submitting a proposal. Although interviews may take place, the proposal should be comprehensive and complete on its face. The Board reserves the right to request clarifying information subsequent to the submission of the proposal.

    F. CONTRACT TERM

    The term of the contract for services shall be from July 1, 2026 through June 30, 2027 and may be renewed annually at the Board’s option.

    G. AWARD OF CONTRACT

    It is the intention of the Monroe Township Board of Education to award the contract to the respondent whose response is the most advantageous to the Monroe Township Board of Education, price and other factors considered; and who will provide the highest quality service at fair and competitive prices.

    It is the intention of the Monroe Township Board of Education to award the contract for Bond Counsel at the May or June 2026 regular meeting of the Monroe Township Board of Education.

    H. SUBMISSION DEADLINE

    The deadline to submit proposals is: Wednesday, April 14, 2026 by 10:00 a.m.
