GESA Project Consulting Services As listed in the Commonwealth’s Guaranteed Energy Savings Act Project (GESA) Invitation to Qualify (ITQ) in accordance with the Guaranteed Energy Savings Act requirements of the Commonwealth Procurement Code, 62 Pa. C.S. Sec. 3751 – 3758, as amended. All Offerors must qualify as a “Qualified Contractor” through the ITQ process before the RFQ issue date. All bidders must have a valid Vendor Number.
