INVITATION FOR BID FOR CELLULAR DISTRIBUTED ANTENNA SYSTEM FOR THE SAN MATEO NORTH COUNTY WELLNESS CENTER PROJECT

IFB Release Date: December 8, 2025

The San Mateo County Project Development Unit is solicitating proposals from qualified firms to provide design, procurement, programing, and installation services for a new Cellular Distributed Antenna System as outlined in the attached documents for the new North County Wellness Center (or also known as the South San Francisco Wellness Center) located at 1024 Mission Road, South San Francisco, CA.

The Project includes the construction of a 77,000 square foot new health center and office building located at 1024 Mission Road, South San Francisco, CA. The Wellness Center will house the Medical Clinic, the Human Services Agency, satellite offices of the District Attorney's Office, and the Treasure-Tax Collector. The construction includes Mass Timber and Cross Laminated Timber and will be designed per the County Green Building Policy to be all-electric, and LEED Certified.

Bids will be received until 5:00 p.m. January 5, 2026. All Bids must be submitted via online through County’s OpenGov https://procurement.opengov.com/portal/smcgov/projects/219700 . Qualification packages which describe the general scope of services and requirements of the submission of qualifications can be obtained through the County’s OpenGov online portal.

A mandatory pre-proposal site walk thru on Tuesday, Dec 16 th , 2025, at 1:00 pm, to be held at 1024 Mission RD, South San Francisco, CA 94080. All attendees are to meet at the Project Site. Attendees must sign in by scheduled time. The County shall have the discretion to bar attendees who fail to arrive by scheduled time from signing in if the circumstances warrant.

The County will evaluate submissions in accordance with evaluation criteria established in this IFB. The County of San Mateo Project Development Unit reserves the right to reject any and all proposals, to waive any informality, to reject portions of the proposals, to waive technicalities and to award.
