    The North Carolina Department of Transportation is requesting bids for the Labor Necessary for
    Operation of The Alligator River Drawbridge on US-64, In Tyrrell County. Except as otherwise noted
    in the proposal, the contractor must furnish all labor, equipment and materials.
    The Department of Transportation does not exclude any person from participation in, deny any person
    the benefits of, or otherwise discriminate against anyone in connection with the award and
    performance of any contract covered by this program on the basis of race, color, sex, political
    affiliation/ influence, or national origin.
    SBE PROGRAM INFORMATION
    This is an SBE contract and to qualify for the NCDOT SBE Program a firm must have an annual gross
    income of $1,500,000 or less, exclusive of materials. Only contractors currently certified as a SBE
    Contractor by the Contractual Services Unit of NCDOT and listed in the Directory of
    Transportation Firms at bid opening will be eligible to bid on this project.
    Prospective bidders who qualify for the SBE Program and are not currently certified should
    submit a completed application packet prior to bid submittal to allow for review time. The
    application packet and additional information on the program may be obtained online at:

    Per G.S. 136-28.10, a NC General Contractor’s License and Contract Performance & Payment Bonds may
    be waived for SBE contracts. For this project, the NC General Contractor’s License and Contract
    Performance & Payment Bonds will be waived.

    BID OPENING
    Sealed bids must be received at N.C. Department of Transportation, Attn: Mark S. Winslow, 113 Airport
    Drive, Suite 100, Edenton, NC 27932, on September 2, 2026 by 2:00 p.m. Bids must be submitted on
    the official bid form included in the contract proposal and shall display the following statement on the
    front of the bid envelope:
    QUOTATION FOR MA00034 / PR38531 - LABOR NECESSARY FOR OPERATION OF
    THE ALLIGATOR RIVER DRAWBRIDGE ON US-64, IN TYRRELL COUNTY, TO BE
    OPENED AT 2:00 P.M. ON WEDNESDAY, SEPTEMBER 2, 2026.
    Prospective Bidders shall utilize the Division One Conference Call Phone Number
    (866) 590-5055 access code (2659015) to join the September 2, 2026 Virtual Bid Opening.
    Prospective Bidders are encouraged to join the Bid Opening Conference Call approximately five
    minutes prior to the Bid Opening, as the bids will be read promptly at 2:00 pm. If you are unable
    to attend the Bid Opening Conference Call, bid results will also be posted on the Division One

    The date of availability for this contract is October 1, 2026.
    The completion date for this contract is September 30, 2027.

    Any addendums for this contract will be posted on the Division website above. Should addendums be
    posted, bidders shall complete and submit the same along with their bid proposal. Bid proposals
    submitted without any posted addendums for the project will not be considered for award.
